NEW YORK, Aug. 3, 2020 /PRNewswire/ — The Law Firm of Napoli Shkolnik PLLC supports New York Governor Andrew M. Cuomo’s announcement regarding «forever chemicals» and 1,4-Dioxane. This is a first-in-the-nation drinking water standard for emerging contaminant 1,4-Dioxane.

Maximum contaminant limits (MCLs) were set at 10 parts per trillion each for Perfluorooctanoic acid («PFOA») and perfluorooctane sulfonate («PFOS») (collectively «PFAS») and 1 part per billion for 1,4-Dioxane. The MCLs for PFAS in New York’s drinking water are among the lowest in the United States.

We believe this is a strong first step in making sure the responsibility for this widespread water contamination lies not with the water districts or rate payers, but by the manufacturers of the chemicals who knowingly introduced these defective chemicals into the water.

The contaminants 1,4-Dioxane and PFAS substances have become the subject of widespread national public health concerns. These «emerging contaminants» are increasingly being discovered in the groundwater and drinking water supply throughout the country. Their extreme persistence in the environment, along with their toxicity, mobility, and bioaccumulation potential, pose probable adverse effects to human health and the environment.

All three contaminants have been detected in drinking water systems across the country, yet remain unregulated by the U.S. Environmental Protection Agency, which is responsible for setting regulatory limits under the federal Safe Drinking Water Act.

These new enforceable limits on 1,4-Dioxane, PFOA and PFOS will require all water systems in New York to regularly test and monitor for these chemicals, many for the first time, regardless of size. The regulations will go into effect as soon as they are published in the next State Register.

NUEVA YORK, 03 August 2020 /PRNewswire Policy/ — Los grupos armados organizados que operan en la frontera entre Colombia y Venezuela, sobre todo en la parte que colinda con la zonas rural y metropolitana de Cúcuta y con Tibú, han escalado los enfrentamientos en su disputa por el control de la economía ilícita y el territorio, generando el desplazamiento de más de un millar de personas en las últimas seis semanas, señaló la Oficina de la ONU para Asuntos Humanitarios (OCHA).

De acuerdo con los datos de un nuevo informe, en lo que va de 2020 se han cometido cinco masacres, tres de ellas en julio, cuatro líderes sociales han sido asesinados y se han registrado cinco desplazamientos masivos de población, tres de lo cuales se originaron desde Venezuela.

El documento indica que esto ha ocurrido pese a que la Defensoría del Pueblo había advertido en una alerta temprana del “grave riesgo de la población civil por posibles enfrentamientos entre miembros del ELN y el grupo armado los Rastrojos, así como combates de estos con el Ejército Colombiano, generando afectaciones en civiles por quedar en medio del fuego cruzado”.

Las personas desplazadas este año hasta el momento suman 1019 e incluye a 325 venezolanos, además de 82 indígenas Wayúu y 45 adultos de la tercera edad.

OCHA señaló que entre los desplazados más vulnerables se cuentan los niños y adolescentes, que representan el 34% del total. También especificó que el 26% de los desplazados son mujeres.

Desplazamientos y pandemia

El estudio prevé que seguirán registrándose desplazamientos en la frontera de Colombia durante los próximos días debido a que los enfrentamientos armados no cesan.

Apunta, asimismo, que la población desarraigada no podrá regresar a sus comunidades mientras que las autoridades no le garanticen un entorno seguro y digno.

OCHA subrayó que la emergencia que suponen los desplazamientos se desarrolla en el contexto de la crisis sanitaria ocasionada por la pandemia de COVID-19, lo que implica riesgos adicionales y dificultades de acceso de las instituciones del Estados y las organizaciones de asistencia.

Informó que las agencias de la ONU y sus socios humanitarios colaboran con las autoridades locales para atender a los desplazados y han enfatizado la urgencia de distribuir pertrechos básicos de protección contra el coronavirus como tapabocas y gel desinfectante, además de garantizar el suministro de agua potable para los albergues temporales.

Recomendaciones

La Oficina de la ONU reconoció la rapidez con la que activaron sus planes de contingencia las alcaldías de Cúcuta y Tibú; sin embargo, llamó a fortalecer las capacidades de las autoridades locales en cuanto a las rutas de atención a emergencias humanitarias con afectación a población mixta (colombiana y venezolana) en el departamento.

Recomendó, por otra parte, una mayor coordinación con el gobierno departamental para garantizar una respuesta humanitaria integral, pertinente y veloz.

OCH reiteró la necesidad de prevenir los conflictos entre las personas desplazadas provenientes de distintas comunidades alojadas en los albergues improvisados, así como de su resolución pacífica cuando los haya.

Pidió también la protección específica a los líderes sociales al considerarlos más expuestos en el marco de la emergencia.

Finalmente, instó a implementar protocolos de bioseguridad en los alojamientos improvisados, donde la población se encuentra hacinada.
