NUEVA YORK, 07 October 2020 /PRNewswire Policy/ — Mayerlín Vergara, defensora de los derechos de la niñez por más de 20 años, ha sido testigo de desgarradoras historias de niños colombianos maltratados, ha visto pequeños de cinco años consumir pegamento para calmar el hambre, ha conocido a otros que sufren maltrato y abuso diario en sus hogares y a algunos que le piden comida o un refrigerador a Santa Claus como regalo de navidad, pero nunca había visto tanto dolor como el que actualmente viven los refugiados y migrantes venezolanos en el norte de Colombia.

“Lo que vimos aquí en La Guajira con los niños y niñas, principalmente con los refugiados y migrantes, era para ponerse a llorar. Una situación deplorable. No solo físicamente hablando, no solo porque no tenían dónde dormir, o donde vivir, o qué comer, sino era la desesperanza en sus ojitos, esos rostros tan apagados, esa tristeza tan profunda”, describe la coordinadora regional del departamento de La Guajira de la Fundación Renacer, una organización que ha asistido a más de 22.000 niños, niñas y adolescentes sobrevivientes de la trata y de otros tipos de violencia sexual y de género.

“Maye”, como la llaman con cariño los niños que ayuda y sus compañeros, se ofreció voluntariamente para abrir y dirigir un hogar para menores en Riohacha, en la frontera oriental de Colombia con Venezuela, después de ser testigo de la terrible situación a la que se enfrentan miles de migrantes que han cruzado para huir de la situación socioeconómica del país vecino.

Una de las grandes problemáticas, la que más duele, es la explotación sexual que sufren las niñas. La educadora ha tenido que presenciar situaciones extremadamente injustas y fuertes.

Escuchar a las niñas decir que no quieren vivir, que no quieren abrir sus ojitos porque ya no tiene sentido la vida.

“Escuchar a las niñas decir que no quieren vivir, que no quieren abrir sus ojitos en la mañana porque ya no tiene sentido la vida. Verlas intentar suicidarse, tener estrés postraumático, cuadros depresivos tan profundos, es lo más duro que yo he visto en toda mi historia y mi trayectoria en la Fundación Renacer. En esos momentos tan duros y difíciles yo recuerdo que le decía a Dios, ¡Señor, ayúdame porque yo sola no puedo!”.

Colombia, que alberga a unos 1,7 millones de venezolanos desplazados, ha informado de un aumento en los casos de trata de personas que se cree que está relacionado con la afluencia del país fronterizo. Los primeros cuatro meses de 2020 vieron un aumento del 20% en el número de víctimas de explotación no colombianas, en comparación con todo 2019, aseguran datos del gobierno.

Desde que abrió sus puertas hace poco más de un año, el hogar de rehabilitación que dirige Maye ha atendido a más de 75 sobrevivientes de violencia sexual, algunos de tan solo siete años. Se trata de niños y niñas que han sido rescatados de bares, burdeles, de la calle o que han sido sacados de hogares abusivos.

“Hay adolescentes de 12-14 años que uno creería que una muñeca no les va a emocionar, y les llevamos una muñeca a las niñas pequeñas y ellas terminan llorando porque también querían una. Es una cuestión de vulnerabilidad, es haberles negado la posibilidad de ser niños y ser niñas, y en el hogar ellos pueden hacer eso, gritar jugar y saltar, sin miedo a ser juzgados o cuestionados”, asegura la coordinadora.

De Venezuela a Colombia

Pero darles a los niños la ayuda que necesitan no es trabajo fácil. Maye y su equipo se enfrentan a las organizaciones criminales y con ayuda de la comunidad logran identificar a las víctimas.

“Si ha habido situaciones de amenaza, claro que sí, porque de alguna manera estamos enfrentados a delincuentes. Pero cuando entramos a las comunidades no entramos con miedo y creo que la tranquilidad nos la da la convicción de que estamos haciendo algo bueno”, señala.

Maye explica que hay muchas niñas y jóvenes que migran solas desde Venezuela hasta la Guajira y una vez en la calle son alcanzadas por proxenetas y explotadores. Otras, son abducidas por delincuentes en su país y trasladadas a través de la frontera a municipios cercanos.

Son doblemente valientes, porque soportan todo ese doble impacto de la migración y la explotación.

“Hay niñas que han sido encerradas en casas de pueblos más pequeños con una proxeneta cobrando y los explotadores entrando. Yo creo que por eso tienen tanto daño, no solamente emocional, sino todas las afectaciones mentales, porque un cuerpo tan chiquito no puede aguantar tanto. Por eso para mí son doblemente valientes, porque soportan todo ese doble impacto de la migración, de dejar su casa, su familia, su escuela, su colegio , pero también todo el impacto de la violencia sexual y de sentirse tan vulnerables y aquí, en un lugar que ni siquiera es su territorio y su país”, señala Mayerlín.

La educadora narra que también hay niñas que cruzan con sus familias, y que, aunque estas no sean necesariamente las explotadoras, a veces ya venían de situaciones de maltrato o de indigencia.

“Hay niñas y niños que han venido solitos. Es decir, se vienen grupitos, se viene la amiga, la prima, la prima un poquito más grandecita, una de diecinueve con otra de diecisiete con otra de quince y con otro de cinco. Incluso nos hemos encontrado niñas que vienen con la vecina porque la mamá las mandó porque era mejor que estuvieran acá, y que no estuvieran pasando hambre allá. Entonces hay como una diversidad de situaciones”, explica.

Un trabajo con la comunidad

Maye tiene un equipo que trabaja en las calles y se va a los asentamientos informales, donde el 80% de la población es refugiada o migrante. También van a barrios de comunidades de acogida y conversan con sus habitantes, hombres, mujeres y líderes y lideresas, a quienes capacitan para detectar a las víctimas más allá de los prejuicios.

“Con ellos hay que hacer un proceso de sensibilización, de formación, que es muy importante porque es muy fácil encontrar a una persona en la sociedad que vea a una adolescente que está siendo explotada sexualmente y crea que ella propicia su explotación sexual o crea que a ella le gusta, o que esto es una vida fácil o que piense que pobrecita porque no tiene qué comer entonces mejor que consiga dinero para su casa. Son imaginarios que son erróneos, hay que desmontarlos, y para desmontarlos hay que formar a los líderes y lideresas”, resalta la directora del hogar de rehabilitación en Riohacha.La educadora afirma que a medida que la comunidad comienza a entender que las niñas no son prostitutas sino víctimas de explotación sexual, van ganando aliados en los asentamientos.

“Se convierten en esas personas que cuando ven una niña o un niño víctima lo remiten”, dice.

Su equipo también hace el trabajo de recorrer las comunidades, y conversar directamente con quienes sospechan que son víctimas en parques, calles o tiendas donde las encuentran.

“Ya por la experiencia más o menos alcanzamos a conocer la actitud de las niñas que son víctimas. Entonces conversamos con las niñas y en ese diálogo, de esa generación de confianza, porque al inicio no nos van a contar todo de una vez, vamos insistiendo. Si no logramos nada, intentamos conseguir por lo menos un teléfono o un Facebook, nos comunicamos con ellas y es una comunicación casi que del día a día, hasta que ellas logran contar lo que les está pasando y luego de ahí les presentamos la oferta del hogar, siempre queremos como respetar sus ritmos, sus tiempos y que sea algo voluntario”, detalla.

Testigo del dolor, pero también de la recuperación

Mayerlín fue testigo de la recuperación de una niña que fue captada por otros niños en Venezuela y luego trasladada y explotada sexualmente en la Guajira.

“Fue explotada y abusada en todas las formas que uno se puede imaginar y luego abandonada en un monte. Esa niña… era tanto lo que le había pasado en la vida que ella misma llegó a la policía a pedir ayuda. Cuando uno habla con ella, ella dice “yo me entregué”. Y yo siempre le digo: ¡tú no! Los que se entregan son los delincuentes, tú no te entregaste, tú pediste ayuda. La nena estaba sola en la vida y llegó a nuestro hogar y pasaron como cinco o seis meses sin que pronunciara palabra”, relata la educadora.

La víctima de explotación no podía tan siquiera hablar de lo que había pasado, sino que se manifestaba con violencia. En el hogar la acompañaron, “respetando su ritmo”.

“No confiaba al inicio en nosotros y hoy se la pasa pegada. Ahora se la pasa sonriendo y soñando y encontramos a su familia, que es lo más importante también”, cuenta Maye.

La directora del hogar dice que casos como el de esa chica venezolana son una motivación para su equipo, ya que pueden ver el increíble resultado de su esfuerzo y trabajo.

“Al inicio ni los niños tenían esperanza, ni yo. Yo veía a los educadores como con todo el amor del mundo y les pedía que no se cansaran. Ver que esos primeros niños que llegaron hoy día están realizando prácticas pre laborales porque ya se capacitaron en cocina, en manicura y pedicura, en maquillaje, en peinados y verlos ya a todos empoderados y ver que ya tenemos dos líderes dentro de la casa, acompañando a otros a los que llegan nuevos. Ver por ejemplo a la niña que te contaba sentarse al ladito de la niña nueva y “decirle no te preocupes, esto va a pasar”. Eso no tiene precio”, asegura la ganadora del Premio Hansen de los Refugiados 2020.

Más de 20 años de trabajo

Desde muy joven, Mayerlí Vergara pudo ver el grave sufrimiento de los niños más vulnerables en Colombia. Con apenas 18 años, fue maestra de matemáticas de estudiantes de segundo grado de una de las zonas más pobres de la ciudad de Cali, el distrito de Aguablanca.

“Trabajaba en un en una zona bastante vulnerable y ahí empecé a conocer y acercarme a las historias de los niños con los que trabajaba, que eran niños y niñas de 7, 8 añitos, y empecé a escuchar cosas tan dolorosas de maltrato en la casa, niños que decían que les pegaban todos los días, o que en una carta de navidad pedían comida y una nevera porque en su casa no había”, rememora la ahora defensora de los derechos de la niñez.

Fue en ese entonces cuando intentó ir más allá de enseñarles operaciones matemáticas y comenzó a interesarse por su bienestar, pero se encontró con la pared de que no podía hacer nada por ellos fuera del aula de clase.

“Años más tarde, vi a unos niños en la calle consumiendo pegamento, un niño y una niña, como entre los 4 y los 5 años, y eso me partió el alma, llegó directo a mi corazón y en ese momento yo le dije a Dios que quería trabajar con niños y niñas que necesitaran un poco más que aprender a multiplicar”, recuerda.

Vergara, de regreso a su ciudad natal, Sahagún, en el norte del país, aun sintiendo ese llamado de ayudar a los niños respondió a un clasificado del periódico de una fundación que buscaba un psicopedagogo para trabajar en las noches con menores en Cartagena.

Maye no tenía título de psicopedagoga y ni siquiera sabía que era una ONG, pero quien la entrevistó se dio cuenta de la pasión que tenía por ayudar a los niños y decidió darle la oportunidad.

“A pesar de lo difícil y duro que fue al inicio, porque yo nunca había trabajado con adolescentes con tantas problemáticas, yo venía de trabajar con niños y con niñas de un colegio, sabía que eso era lo que yo quería hacer en la vida. Me conecté inmediatamente con sus historias, con sus vidas, con su dolor, con su alegría y quedé enamorada completamente a partir de ahí”.

Ya han pasado más de 20 años desde que Mayerlín comenzó a trabajar con la Fundación Renacer, sus décadas de esfuerzo y su más reciente trabajo con los niños y niñas refugiados venezolanos la hicieron acreedora este año al Premio Nansen de la Agencia de la ONU para los Refugiados.

“Yo he podido ver a los niños recuperarse y los he podido ver desarrollar un proyecto de vida sano para ellos, para su familia, para la sociedad. Hoy día tengo grandes amigos egresados de la Fundación Renacer, que son grandes empresarios, que son enfermeros, que son médicas, que son psicólogos, que son mamás y papás amorosos y protectores. Y ver eso y saber que estamos en el camino correcto, eso me da la fuerza para levantarme y seguir adelante”, expresa.

Maye dedicó el premio Nansen a quienes sirve y dijo que también pertenece a los niños, niñas y adolescentes, cuya capacidad de soñar inspira para seguir creyendo que sí es posible construir una sociedad libre de la trata de personas con fines de explotación sexual.

“Este premio es un reconocimiento a la fuerza, valentía y resistencia de estas niñas, niños y adolescentes, ha sido un privilegio acompañarlas y acompañarlos en su proceso de recuperación emocional”, dijo durante la entrega del Premio.

Una tragedia oculta

Mayerlín considera que la explotación sexual es una tragedia oculta y sabe que lo que muestran las cifras es una mínima parte de lo que ocurre.

“Yo diría que tenemos que reaccionar, que esto no puede seguir siendo parte del día a día. Es muy triste ver las estadísticas y ver que cerca del 90% de los delitos sexuales en general son cometidos contra mujeres y contra niños y niñas. No es posible que este delito haya sido creado para atentar contra la vida de los niños y de las niñas”, reflexiona.

El mensaje de Maye es muy claro: hay que actuar, porque según ella, algo está pasando en la sociedad que hace que esto se perpetúe.

“Necesitamos vernos como adultos y como adultas responsables, tenemos una deuda histórica con los niños y con las niñas y necesitamos por lo menos abonar. Necesitamos convertirnos en una sociedad más justa que escucha a los niños, que los respeta, que los valora, que los tiene en cuenta, porque hoy en día no se está escuchando a los niños. A veces se prefiere el celular o la televisión que escuchar a los hijos y a las hijas”, lamenta.

La educadora dice que se siente honrada de recibir el Premio Nansen, que es un gran privilegio y una oportunidad para hablar con el mundo y los medios y contarles que los niños víctimas de explotación sexual “sí pueden sobrevivir”.

“La explotación sexual y la trata de personas van más allá de las cifras y de las estadísticas, tienen rostros y duelen en lo más profundo del ser de los niños y de las niñas. Los niños y niñas y las familias refugiadas inmigrantes no salieron de Venezuela porque quisieron salir de turistas, salieron porque estaban en unas condiciones difíciles y necesitan de nosotros como adultos y como colombianos y colombianas y del mundo entero en general”.

“Trabajaba en un en una zona bastante vulnerable y ahí empecé a conocer y acercarme a las historias de los niños con los que trabajaba, que eran niños y niñas de 7, 8 añitos, y empecé a escuchar cosas tan dolorosas de maltrato en la casa, niños que decían que les pegaban todos los días, o que en una carta de navidad pedían comida y una nevera porque en su casa no había”, rememora la ahora defensora de los derechos de la niñez.

Fue en ese entonces cuando intentó ir más allá de enseñarles operaciones matemáticas y comenzó a interesarse por su bienestar, pero se encontró con la pared de que no podía hacer nada por ellos fuera del aula de clase.

“Años más tarde, vi a unos niños en la calle consumiendo pegamento, un niño y una niña, como entre los 4 y los 5 años, y eso me partió el alma, llegó directo a mi corazón y en ese momento yo le dije a Dios que quería trabajar con niños y niñas que necesitaran un poco más que aprender a multiplicar”, recuerda.

Vergara, de regreso a su ciudad natal, Sahagún, en el norte del país, aun sintiendo ese llamado de ayudar a los niños respondió a un clasificado del periódico de una fundación que buscaba un psicopedagogo para trabajar en las noches con menores en Cartagena.

Maye no tenía título de psicopedagoga y ni siquiera sabía que era una ONG, pero quien la entrevistó se dio cuenta de la pasión que tenía por ayudar a los niños y decidió darle la oportunidad.

“A pesar de lo difícil y duro que fue al inicio, porque yo nunca había trabajado con adolescentes con tantas problemáticas, yo venía de trabajar con niños y con niñas de un colegio, sabía que eso era lo que yo quería hacer en la vida. Me conecté inmediatamente con sus historias, con sus vidas, con su dolor, con su alegría y quedé enamorada completamente a partir de ahí”.

Ya han pasado más de 20 años desde que Mayerlín comenzó a trabajar con la Fundación Renacer, sus décadas de esfuerzo y su más reciente trabajo con los niños y niñas refugiados venezolanos la hicieron acreedora este año al Premio Nansen de la Agencia de la ONU para los Refugiados.

“Yo he podido ver a los niños recuperarse y los he podido ver desarrollar un proyecto de vida sano para ellos, para su familia, para la sociedad. Hoy día tengo grandes amigos egresados de la Fundación Renacer, que son grandes empresarios, que son enfermeros, que son médicas, que son psicólogos, que son mamás y papás amorosos y protectores. Y ver eso y saber que estamos en el camino correcto, eso me da la fuerza para levantarme y seguir adelante”, expresa.

Maye dedicó el premio Nansen a quienes sirve y dijo que también pertenece a los niños, niñas y adolescentes, cuya capacidad de soñar inspira para seguir creyendo que sí es posible construir una sociedad libre de la trata de personas con fines de explotación sexual.

“Este premio es un reconocimiento a la fuerza, valentía y resistencia de estas niñas, niños y adolescentes, ha sido un privilegio acompañarlas y acompañarlos en su proceso de recuperación emocional”, dijo durante la entrega del Premio.

Una tragedia oculta

Mayerlín considera que la explotación sexual es una tragedia oculta y sabe que lo que muestran las cifras es una mínima parte de lo que ocurre.

“Yo diría que tenemos que reaccionar, que esto no puede seguir siendo parte del día a día. Es muy triste ver las estadísticas y ver que cerca del 90% de los delitos sexuales en general son cometidos contra mujeres y contra niños y niñas. No es posible que este delito haya sido creado para atentar contra la vida de los niños y de las niñas”, reflexiona.

El mensaje de Maye es muy claro: hay que actuar, porque según ella, algo está pasando en la sociedad que hace que esto se perpetúe.

“Necesitamos vernos como adultos y como adultas responsables, tenemos una deuda histórica con los niños y con las niñas y necesitamos por lo menos abonar. Necesitamos convertirnos en una sociedad más justa que escucha a los niños, que los respeta, que los valora, que los tiene en cuenta, porque hoy en día no se está escuchando a los niños. A veces se prefiere el celular o la televisión que escuchar a los hijos y a las hijas”, lamenta.

La educadora dice que se siente honrada de recibir el Premio Nansen, que es un gran privilegio y una oportunidad para hablar con el mundo y los medios y contarles que los niños víctimas de explotación sexual “sí pueden sobrevivir”.

“La explotación sexual y la trata de personas van más allá de las cifras y de las estadísticas, tienen rostros y duelen en lo más profundo del ser de los niños y de las niñas. Los niños y niñas y las familias refugiadas inmigrantes no salieron de Venezuela porque quisieron salir de turistas, salieron porque estaban en unas condiciones difíciles y necesitan de nosotros como adultos y como colombianos y colombianas y del mundo entero en general”.

The annual report tracks both on-site and off-site installations, highlighting the strong appeal of cost-saving solar energy for American businesses.

In 2018, MGM Resorts and Invenergy announced the development of a 100-megawatt solar array. At full production, the MGM Resorts Mega Solar Array, in Nevada, will provide up to 90 percent of total daytime power needs across MGM Resorts’ 13 Las Vegas Strip properties, representing nearly 70 million square feet of buildings. Construction on the solar array will be completed by mid-2021.

The MGM Resorts Mega Solar Array will produce enough electricity to power the equivalent of approximately 27,000 homes for a year. The array will be made up of 300,000 panels covering 700 acres and MGM Resorts will use all the energy that the array generates.

In addition to building the MGM Resorts Mega Solar Array, in 2016 MGM Resorts completed expansion of the Mandalay Bay Convention Center rooftop solar array. At full production, the system supplies 25% of the power demand of the entire Mandalay Bay Resort & Casino campus.

A new Global Travel Taskforce to support the travel industry and the safe recovery of international travel has been launched by the government today (7 October 2020).

The Department for Transport and the Department of Health and Social Care have been working extensively with clinicians, health experts and the private testing sector on the practicalities of testing international arrivals.

The next step is to develop an operationalised approach, which is why the government is creating the Global Travel Taskforce to work at pace with industry on implementation and to identify options to reduce the self-isolation period while protecting public health.

The taskforce will accelerate work to inform proposals on a future testing regime and develop options for how this could be introduced.

This will include looking at the feasibility of proposals based on a single test taken after a period of self-isolation, provided by the private sector and at the cost of the passenger. The taskforce will work with medical experts to better understand when a test should be taken based on the progression of the disease. The taskforce will also work closely with the private testing sector to ensure that testing for international arrivals does not impact on NHS capacity.

It will also explore alternative testing models, including pilots with partner countries to ascertain whether self-isolation could be undertaken pre-departure.

The taskforce, which will be jointly chaired by the Secretaries of State for Transport and Health and Social Care, will also consider other options to boost safe and sustainable tourism and business travel, supporting the sector in its recovery from the impacts of the coronavirus (COVID-19) pandemic.

Global Travel Taskforce to consider steps to enable the safe and sustainable recovery of international travel.

I committed to keep the House updated on proposals for testing international arrivals to safely reduce the 14-day self-isolation period in my statement on 7 September 2020; this statement provides an update on next steps.

The introduction of travel corridors in July was a major step forward in safely re-starting international travel whilst retaining the government’s ability to act quickly if public health was at risk, with international passenger numbers handled at UK airports up by around 400% between June and July to 3.1 million passengers.

However, many of our major markets remain or have become high risk, and therefore are not eligible for our travel corridor list. A potential solution that has been widely debated is the use of testing to reduce or replace the need for self-isolation.

As I made clear in my statement to the House on 7 September, based on scientific evidence, the government does not support the use of a single test on arrival as an alternative to self-isolation. However, a combination of self-isolation and testing is promising.

Since then, my department and the Department of Health and Social Care have been working extensively with clinicians, health experts and the private testing sector on the practicalities of such a regime. My ministerial colleagues and I have agreed that a regime, based on a single test, provided by the private sector and at the cost of the passenger after a period of self-isolation, could achieve our objectives.

The next step is to further develop how this approach could be implemented. Therefore, I am pleased to announce that, at the request of the Prime Minister, the Secretary of State for Health and Social Care and I are standing up the Global Travel Taskforce.

The overall aim of the Taskforce will be to consider what steps the government can take, both domestically and on the international stage, to enable the safe and sustainable recovery of international travel. To do this, the taskforce will work at pace to consider:

– how a testing regime for international arrivals could be implemented to boost safe travel to and from the UK

– what steps we can take to facilitate business and tourist travel on a bilateral and global basis, through innovative testing models and other non-testing means

– more broadly, what steps we can take to increase consumer confidence and reduce the barriers to a safe and sustainable recovery of international travel

The taskforce will further consider what day that testing should be taken on, informed by public health analysis of when this would be effective, but taking into account economic and other factors, as well as finalising a delivery plan. However, testing is not the only solution and so the taskforce will also consider steps to support the recovery of international travel more broadly, including non-testing based interventions.

Facilitating safe international travel is not a task that can be undertaken by the government alone, so this taskforce will operate in collaboration with the transport industry, the tourism and local business sectors and the private testing sector. It will also engage with partners from governments across the globe, including on the development of bilateral testing pilots.

Each country has understandably implemented its own measures, but these are confusing and complex for the consumer and for operators, so we will show global leadership by developing a framework for international travel to provide that global consistency, while protecting public health.

The taskforce will be chaired by myself and the and Secretary of State for Health and Social Care. It will include collaboration between officials from departments across government, and will liaise with the travel sector in order to work on the operationalisation of testing approaches designed to safely reduce self-isolation.

The taskforce will operate at pace for a time limited period, and will formally report back to the Prime Minister no later than early November 2020. I will update the House on its conclusions and outputs. I have published terms of reference alongside this statement on GOV.UK and will place a copy in the libraries of both Houses.

I committed to keep the House updated on proposals for testing international arrivals to safely reduce the 14-day self-isolation period in my statement on 7 September 2020; this statement provides an update on next steps.

The introduction of travel corridors in July was a major step forward in safely re-starting international travel whilst retaining the government’s ability to act quickly if public health was at risk, with international passenger numbers handled at UK airports up by around 400% between June and July to 3.1 million passengers.

However, many of our major markets remain or have become high risk, and therefore are not eligible for our travel corridor list. A potential solution that has been widely debated is the use of testing to reduce or replace the need for self-isolation.

As I made clear in my statement to the House on 7 September, based on scientific evidence, the government does not support the use of a single test on arrival as an alternative to self-isolation. However, a combination of self-isolation and testing is promising.

Since then, my department and the Department of Health and Social Care have been working extensively with clinicians, health experts and the private testing sector on the practicalities of such a regime. My ministerial colleagues and I have agreed that a regime, based on a single test, provided by the private sector and at the cost of the passenger after a period of self-isolation, could achieve our objectives.

The next step is to further develop how this approach could be implemented. Therefore, I am pleased to announce that, at the request of the Prime Minister, the Secretary of State for Health and Social Care and I are standing up the Global Travel Taskforce.

The overall aim of the Taskforce will be to consider what steps the government can take, both domestically and on the international stage, to enable the safe and sustainable recovery of international travel. To do this, the taskforce will work at pace to consider:

– how a testing regime for international arrivals could be implemented to boost safe travel to and from the UK

– what steps we can take to facilitate business and tourist travel on a bilateral and global basis, through innovative testing models and other non-testing means

– more broadly, what steps we can take to increase consumer confidence and reduce the barriers to a safe and sustainable recovery of international travel

The taskforce will further consider what day that testing should be taken on, informed by public health analysis of when this would be effective, but taking into account economic and other factors, as well as finalising a delivery plan. However, testing is not the only solution and so the taskforce will also consider steps to support the recovery of international travel more broadly, including non-testing based interventions.

Facilitating safe international travel is not a task that can be undertaken by the government alone, so this taskforce will operate in collaboration with the transport industry, the tourism and local business sectors and the private testing sector. It will also engage with partners from governments across the globe, including on the development of bilateral testing pilots.

Each country has understandably implemented its own measures, but these are confusing and complex for the consumer and for operators, so we will show global leadership by developing a framework for international travel to provide that global consistency, while protecting public health.

The taskforce will be chaired by myself and the and Secretary of State for Health and Social Care. It will include collaboration between officials from departments across government, and will liaise with the travel sector in order to work on the operationalisation of testing approaches designed to safely reduce self-isolation.

The taskforce will operate at pace for a time limited period, and will formally report back to the Prime Minister no later than early November 2020. I will update the House on its conclusions and outputs. I have published terms of reference alongside this statement on GOV.UK and will place a copy in the libraries of both Houses.
