La decisión unánime alcanzada es un hito importante y un claro compromiso en favor de un sector agroalimentario sostenible y viable económicamente. Por primera vez se ha tenido en cuenta todo el sistema alimentario en su conjunto, desde los productores hasta los consumidores. Se trata de un punto de partida sólido y esperamos poder trabajar todos juntos en los próximos años hacia un sistema alimentario verdaderamente sostenible y justo, en Europa y en el resto del mundo.

En sus Conclusiones, el Consejo solicita que las propuestas legislativas de la UE en el marco de la Estrategia «De la Granja a la Mesa» se fundamenten en evaluaciones de impacto previas sustentadas en una sólida base científica. Asimismo, insta a que se siga promoviendo la prudencia y la responsabilidad en el uso de plaguicidas, antimicrobianos y fertilizantes a fin de lograr la sostenibilidad de los alimentos al tiempo que se protege el medio ambiente. Además, los ministros apelan a la igualdad de condiciones en los mercados agroalimentarios competitivos y la compatibilidad con las normas de la OMC.

En las Conclusiones, los Estados miembros reconocen que los alimentos europeos ya se consideran una norma mundial en cuanto a su inocuidad, valor nutritivo y alta calidad, y hacen constar en este sentido la importancia de promover la sostenibilidad de los sistemas alimentarios a escala mundial. Con ello se conseguirían compromisos más ambiciosos por parte de países no pertenecientes a la UE en torno a la protección del medio ambiente, el uso de plaguicidas y antimicrobianos y la salud de los animales, entre otros aspectos.

Antecedentes

La Comisión presentó la Estrategia «De la Granja a la Mesa» en mayo de 2020, subrayando que es parte integrante del Pacto Verde Europeo, por el que se establece el objetivo de un «sistema alimentario justo, saludable y respetuoso con el medio ambiente». La transición al nuevo sistema alimentario estará respaldada por la reforma de la política agraria común (PAC).

Los ministros ya habían reiterado con anterioridad la importancia de incluir los objetivos y metas de la Estrategia en los futuros planes estratégicos nacionales de la PAC por medio de recomendaciones específicas por país. La Comisión ha confirmado que las recomendaciones no son jurídicamente vinculantes y que tendrá en cuenta su aplicación al aprobar los planes estratégicos nacionales.
