La carta de Alcohol Justice a Becerra destaca en detalle sus preocupaciones, que incluyen:

«El potencial de poder de monopolio que tiene ABI en California ya es enorme. Con el control significativo que además tiene en la red de distribución, ABI puede:

  • Potencialmente, obtener información interna confidencial de las actividades de venta minorista en casi todas las tiendas, licenciatarios de tiendas de licores o productores pequeños.
  • Reducir y aumentar los precios a su voluntad.
  • Ofrecer generosas promociones e incentivos a los clientes de nivel minorista para eliminar las marcas de la competencia.
  • Dificultar que los productores de cerveza artesanal lleguen a sus camiones, considerando que en condiciones de confinamiento la industria cervecera está enfrentando serias dificultades económicas.
  • Disminuir la cuota de mercado de la distribución para cualquier distribuidor independiente restante, con lo que los dejaría fuera del mercado o los obligaría a vender sus activos y rutas a ABI por un valor muy bajo».

La carta de Alcohol Justice plantea la posibilidad de que las recientes adquisiciones de ABI en el estado y su ampliamente expandida posición de mercado podría violar el espíritu, si es que no el fallo mismo, de la sentencia y orden final dictada por el Tribunal de Distrito de Estados Unidos para el distrito de Columbia en octubre de 2018.  Al aceptar ese decreto de consentimiento, ABI quedó facultada para adquirir el segundo productor más importante de cerveza del mundo, SAB Miller-Coors.  El decreto de acuerdo aprobado por el tribunal es supuestamente supervisado por el gobierno federal con el objetivo de evitar una excesiva concentración e influencias indebidas por parte de este colosal fabricante.

NUEVA YORK, 15 Decembe 2020 /PRNewswire Policy/ — La Agencia de la ONU para los Refugiados y la Organización Internacional para las Migraciones manifestaron este martes su profunda tristeza por la muerte o desaparición en alta mar este fin de semana de hasta 25 personas refugiadas y migrantes de Venezuela, entre ellas niños y niñas, después de que su embarcación volcara cuando se encontraban en ruta hacia la isla de Trinidad y Tobago.

Según los informes que manejan ambas agencias, durante el fin de semana se encontraron entre 14 y 21 cuerpos flotando en aguas cercanas a la ciudad costera de Güiria en el estado venezolano de Sucre. Las tareas de rescate continúan en activo ya que se cree que podría haber más personas desaparecidas en el mar.

“Este trágico incidente es un recuerdo de los riesgos extremos que toman las personas refugiadas y migrantes de Venezuela al hacer viajes por mar u otros movimientos irregulares para cruzar fronteras”, advertía el representante especial conjunto de ACNUR y OIM para refugiados y migrantes de Venezuela, Eduardo Stein.

Añadió que “nuestros pensamientos están con las familias de aquellos que perdieron sus vidas” e indicó la necesidad de unificar esfuerzos para que no se repitan situaciones como estas.

Las organizaciones humanitarias siguen en contacto con las autoridades venezolanas y están preparadas para ofrecer el apoyo necesario.

Se incrementan las salidas marítimas

La reducción de las medidas de confinamiento por la COVID-19 ha intensificado el número de venezolanos que salen de su país principalmente a través de rutas informales ya que continúan cerradas las fronteras terrestres y marítimas.

Estos desplazamientos se producen principalmente a través de rutas informales, exponiendo a las personas refugiadas y migrantes a peligros extremos.

Por ello, Stein afirmó que se precisan medidas de carácter urgente “para evitar que los traficantes y las redes de trata envíen personas en estos viajes tan peligrosos y para proteger a las personas refugiadas y migrantes de la explotación y el abuso”.

Al mismo tiempo destacó también la necesidad de “reforzar las vías regulares para asegurar que las personas refugiadas y migrantes puedan tener acceso a seguridad sin arriesgar sus vidas”.

La mayoría de los 5,4 millones de refugiados y migrantes venezolanos repartidos por el mundo se encuentran en los países de América Latina y el Caribe. En mayo de 2019, el Gobierno de Trinidad y Tobago contaba con 16.000 de estas personas registradas.

Este es el segundo naufragio registrado en la costa de Venezuela durante el año en curso. En 2019, desaparecieron tres embarcaciones que partieron de Venezuela con rumbo hacia las islas de Trinidad y Tobago y Curazao. La pérdida de vidas en estos viajes se cifra en al menos 80 personas.

Mayor coordinación entre las autoridades de Venezuela y Trinidad y Tobago

Por su parte, la portavoz de la Oficina de la Alta Comisionada de la ONU para los Derechos Humanos también manifestó su tristeza por el incidente y apoyó el llamado de ACNUR y la OIM de tomar medidas urgentes para impedir que los contrabandistas y traficantes de personas transporten a los refugiados y migrantes en peligrosos viajes por mar.

Marta Hurtado instó a las autoridades venezolanas y trinitenses a que coordinen sus esfuerzos y cooperen entre ellas para proteger la vida y la seguridad de los migrantes y los refugiados mediante actividades eficaces de búsqueda y rescate en el mar y la investigación pronta, efectiva, exhaustiva y transparente de este trágico incidente.

“También es sumamente importante que ambos Gobiernos se coordinen y cooperen en lo que respecta a las rutas de migración seguras”, destacó.

Tras la deportación de 25 venezolanos el mes pasado mientras se presentaba una solicitud legal contra su expulsión, Hurtado instó de nuevo a los gobiernos a acabar con los retornos en alta mar “en violación del principio de no devolución y la prohibición de las expulsiones colectivas” y a suspender todos los retornos forzosos durante la pandemia de COVID-19 protegiendo la salud de los migrantes y las comunidades.

“Alentamos a los gobiernos a que, en su lugar, proporcionen a los migrantes vías seguras y legales para regularizar su situación y evitar el riesgo de deportación”, finalizó Hurtado.
