ASU Morrison Prize honors proposal to reform utility laws to combat climate change

PHOENIX, Feb. 16, 2021 /PRNewswire/ — Joshua C. Macey, Assistant Professor of Law at the University of Chicago Law School, believes the time has come for states and the federal government to abandon certain outdated utility laws that are obstructing the nation’s push toward cleaner, more renewable energy sources.

Macey’s arguments are detailed in his paper, «Zombie Energy Laws,» which was just awarded the 2021 Morrison Prize – an honor established in 2015 and administered through the Program on Law and Sustainability at the Sandra Day O’Connor College of Law at Arizona State University.

The ASU Morrison Prize Contest awards a $10,000 prize annually to the authors of the most impactful sustainability-related legal academic article published in North America during the previous year. The prize is named after its benefactor, Richard N. Morrison, who is also a co-founder of the Morrison Institute for Public Policy at ASU.

As renewable energy technologies have advanced in recent decades, utility laws have failed to keep up. Now, some outmoded utility laws are increasingly slowing the transition to a sustainable, carbon-free energy system. Fortunately, as Macey explains, by shedding these «zombie laws,» governments could accelerate the country’s progress in combatting climate change.

«I was completely thrilled to learn that I had won the Morrison Prize this year and honored to see ‘Zombie Energy Laws’ join the company of the past winners’ brilliant work,» Macey said. «Zombie Energy Laws examines how century-old laws designed to protect consumers in the public utility era are now being used to harm consumers and impede decarbonization goals. I hope that, as the federal government takes a more proactive approach to addressing climate change, it will consider how legacy rules from the public utility era could undermine those efforts.»

Macey’s winning paper was originally published in the May 2020 issue of the Vanderbilt Law Review. Macey plans to travel to Phoenix to present his article and formally accept the prize at the Sixth Annual SRP Sustainability Conference of American Legal Educators. The conference is planned for May 14 at ASU Law’s Beus Center for Law and Society in downtown Phoenix.

Professor Troy Rule, Faculty Director of the Law and Sustainability Program at ASU Law, said Macey, like past Morrison Prize winners, has developed inventive ideas that could facilitate significant progress in the environmental sustainability movement.

«Professor Macey’s article boldly challenges the status quo, persuasively describing how certain utility laws that presently obstruct the sustainable energy transition could be restructured into powerful decarbonization tools,» Rule said. «We look forward to hearing Professor Macey present his article at ASU Law and are deeply grateful to Richard Morrison for his generous support of this prestigious prize.»

Each year, law professors from throughout the world who have recently published articles in North American legal academic journals are eligible to enter the Morrison Prize Contest. All entries undergo independent review and scoring by a group of professors, not affiliated with ASU, who teach in environmental sustainability-related areas at various North American law schools. The scores from these judges are aggregated to determine the prize winner.

Past winners

In 2020, Vanderbilt University Law School professors Jim Rossi and Christopher Serkin won the Morrison Prize for their insightful article, «Energy Exactions,» which was published in the Spring 2019 issue of the Cornell Law Review. The article described how local governments could better leverage their land use regulatory authority to drive substantial increases in rooftop solar energy installations and energy-efficient real estate development.

In 2019, a six-author team won the Morrison Prize for an unprecedented analysis of the structuring of conservation easements in the face of rapid climate change. The article, titled «Climate change challenges for land conservation: Rethinking conservation easements, strategies, and tools,» was co-written by Federico Cheever, a professor at the University of Denver Sturm College of Law; Jessica Owley, director of the environmental law program at University of Buffalo – State University of New York; Adena R. Rissman, an associate professor at the University of Wisconsin-Madison Department of Forestry and Wildlife Ecology; M. Rebecca Shaw, chief scientist at the World Wide Fund for Nature; Barton H. Thompson Jr., a professor of natural resources at Stanford Law School; and W. William Weeks, director of the Conservation Law Clinic at Indiana University’s Maurer School of Law.

In 2018, Minnesota Law School professor Hari M. Osofsky and Jacqueline Peel, associate dean of the University of Melbourne Law School in Australia, won the prize for their academic article «Energy Partisanship.» They outlined the critical importance of circumventing fierce political divisions in order to combat climate change, and provided guidance for doing so.

In 2017, Vanderbilt University professors Michael P. Vandenbergh and Jonathan Gilligan’s won the prize for «Beyond Gridlock.» The article underscored the difficulties of effecting change through government and highlighted the underutilized potential to reduce greenhouse-gas emissions through the private sector.

In 2016, Dave Owen, a professor at University of California, Hastings College of Law, and Colin Aspe, a freshwater conservation adviser at the Nature Conservancy, were the inaugural winners of the Morrison Prize. Their article, «Trading Dams,» described creative new policy approaches for better balancing hydroelectric energy generation and environmental protection on the nation’s river system.

WATERLOO, Wis., Feb. 16, 2021 /PRNewswire/ — BCycle has launched a new generation of dock-based bike share with the 3.0 docks. The 3.0 docks combine the flexibility and streamlined infrastructure that cities and riders want with the order and predictability that have made BCycle’s bike share programs successful for more than a decade. Unique to the bike share industry, this technology allows programs to grow more quickly and at a lower cost by eliminating the need for a kiosk. Its modular design also allows for smaller stations in more locations.

«Our goal at BCycle is to get more people on bikes,» said Morgan Ramaker, Executive Director of BCycle, LLC. «To do that, we need to make it easy for bike share programs to grow quickly and flexibly, whether that’s expanding into new neighborhoods, or creating greater density in downtown areas. We have developed a best-of-both-worlds solution that offers the flexibility that bike share riders expect, without sacrificing the reliability that we know docks provide.»

BCycle’s new docks feature:

  • Modular, kiosk-less, easy-to-install design for countless station configuration options
  • Durable aluminum construction
  • Power savings through new technology
  • Theft deterrents
  • Easy rider access via mobile app or RFID card

«BCycle’s new docks open so many doors for us,» said Helen Bradley, General Manager of Madison BCycle. «With lower costs and more flexibility, we can put docks in places we couldn’t previously—areas where space was limited, and a traditional kiosk wouldn’t fit—but where our riders want to be.»

Madison, Wis., Santa Barbara, Calif., and Broward County, Fla., are the first communities to launch the 3.0 docks. All BCycle docks and stations are designed in Wisconsin and made in the United States.

About BCycle
Headquartered in Waterloo, WI, BCycle LLC develops and delivers best-in-class bike share systems and is committed to providing an environmentally sustainable transportation alternative for cities. Use the Nutrition Facts Label to Make Heart-Healthy Food Choices

SILVER SPRING, Md., Feb. 16, 2021 /PRNewswire/ — Did you know that February is American Heart Month? According to the Centers for Disease Control and Prevention (CDC), heart disease is the leading cause of death in the United States. The U.S. Food and Drug Administration’s updated Nutrition Facts label is a tool that can help you make heart-healthy food choices.

  • Servings Per Container shows the total number of servings in the entire food package or container. It is common for one package of food to contain more than one serving.
  • Serving Size is based on the amount of food that is customarily eaten at one time and is not a recommendation of how much to eat.
  • Calories refers to the total number of calories in a serving of the food.
  • % Daily Value (%DV) shows how much of a nutrient in a serving of the food contributes to a total daily diet.
  • Nutrients: the Nutrition Facts label can help you learn about, compare, and monitor the nutrients in many foods in your diet.
    • Nutrients to get less of: saturated fat, sodium, and added sugars.
    • Nutrients to get more of: dietary fiber, vitamin D, calcium, iron, and potassium.

Here’s how you can use the Nutrition Facts label to help you make healthy food choices, and reduce your risk of developing high blood pressure and heart disease:

  • Check the serving size and the number of servings you eat or drink to determine how much of a nutrient you are consuming.
  • Know your calorie needs. 2,000 calories a day is used as a general guide for nutrition advice. Learn your number at https://www.myplate.gov/myplate-plan.
  • Use %DV to determine if a serving of the food is high or low in an individual nutrient and to compare food products (remember to make sure the serving size is the same). As a general guide:
    • 5% DV or less of a nutrient per serving is considered low.
    • 20% DV or more of a nutrient per serving is considered high.
  • Limit sodium in your diet to less than 2,300 mg per day.
  • Limit saturated fat in your diet to less than 10% of calories per day (e.g. 20 grams per day based on a 2,000 calorie daily diet).
  • Limit calories from added sugars to less than 10% of total calories per day (e.g. 200 calories or 50 grams per day of added sugars based on a 2,000 calorie daily diet).
  • Consume a diet rich in dietary fiber and vitamins and minerals, especially vitamin D, calcium, iron, and potassium, by choosing a variety of foods that are good sources of these nutrients since many people do not get the recommended amounts.

Visit the Nutrition Facts label Online for an interactive way to learn about the label: https://www.accessdata.fda.gov/scripts/InteractiveNutritionFactsLabel/

GUELPH, ON, Feb. 16, 2021 /PRNewswire/ — Fill it Forward (FiF), a company inspiring the world to reuse through its interactive technologies, global giving initiatives, and sustainable products, is thrilled to announce that they have been selected as a winner of the Beyond the Bag Challenge. This open competition led by the Consortium to Reinvent the Retail Bag, a collaboration convened by the Center for the Circular Economy at Closed Loop Partners in partnership with leading retailers in the United States, global design firm IDEO and others, focused on innovations to reduce or eliminate the single-use plastic retail bag.

«We at Fill it Forward are incredibly proud and excited to be chosen as a winner of the Beyond the Bag Challenge,» said Matt Wittek, CEO and Founder of the Fill it Forward Company. «This acknowledgment and collaborative opportunity with all involved provides a unique platform to drive positive and innovation-driven sustainable practices. We’re honored to be involved and have the opportunity to bring our solutions to this widespread effort.»

The Center for the Circular Economy at Closed Loop Partners convenes competitors to solve material challenges and advance the circular economy. In August 2020, this organization launched the Beyond the Bag Challenge in partnership with IDEO. Companies from across the globe were invited to submit their ideas to reinvent the retail bag. After a period of review and selection with participating Consortium Partners, 455 submissions were narrowed down to 58 shortlisted ideas. During the Final Review Phase, a cohort of Judges, the Consortium Founding Partners, Sector Lead Partners, Environmental Advisory Partners, and Closed Loop Partners conducted a final evaluation of these 58 concepts and ultimately selected a group of nine winning submissions, one being Fill it Forward.

Consistent with existing company efforts and products, Fill it Forward’s winning submission drives engagement and usability of bags already in circulation. The app-based technology will allow shoppers to scan a Fill it Forward tag attached to their reusable bag to track their environmental impact, earn rewards, and give back by contributing to meaningful charitable projects. As part of the win, Fill it Forward has also been accepted into the Circular Accelerator program to receive further assistance in scaling their solutions.

About the Center for the Circular Economy at Closed Loop Partners

The Center for the Circular Economy at Closed Loop Partners convenes competitors to solve material challenges and advance the circular economy. Its first initiative, the NextGen Consortium, united leading food and beverage companies to identify and commercialize a widely recyclable, compostable and/or reusable cup. Twelve winning cup solutions were selected and the Consortium is supporting the testing and piloting of these new solutions to accelerate their path to scale. Now, in partnership with leading retailers in the United States, the focus is on the single-use plastic retail bag, a challenge and opportunity that is top-of-mind for communities and consumers concerned about the impact of single-use plastics on our environment. OSLO, Norway, Feb. 16, 2021 /PRNewswire/ — Aker Solutions has secured a letter of intent from Equinor for the topside work on the Troll B and C platforms offshore Norway to reduce the CO2 emissions. These modifications will include installation of equipment for receiving electrical power from shore via cable. This will replace power generation from gas turbines at the platforms, and thus reduce climate footprint. The award is estimated to be very large1.

Aker Solutions’ work will include engineering, procurement, construction and prefabrication of systems, and installation at the platforms offshore. The engineering and construction will be performed at Aker Solutions’ offices in Bergen, and at its yard in Egersund respectively. The award follows completion of the front-end engineering and design (FEED) work that Aker Solutions was awarded in January 2020

The work will start immediately and is scheduled for completion at the end of 2025. The scope will include approximately 1,000 man-years for own employees, of which about 500 for engineering, 200 for construction and 300 for the work offshore. Including ripple effects, the scope is expected to involve a total of 4,000 people, including employees working with suppliers, services providers etc.

«Reduction of climate footprint is high on the agenda for our customers in the oil and gas industry. Electrification of production platforms is one of the ways to reduce emissions from such operations. Aker Solutions has extensive experience from delivering such low-carbon solutions, and we aim to be a leading contractor in this market. We are excited to collaborate with Equinor on the Troll electrification,» said Kjetel Digre, chief executive officer of Aker Solutions.

The Troll field lies about 65 kilometers west of Bergen on Norway’s west coast. The electrical power cable will be connected to shore at Kollsnes outside Bergen.

The contract award is subject to a final investment decision and a regulatory approval.

The award will be booked as order intake in the first quarter of 2021 in the Electrification, Maintenance and Modifications (EMM) segment.

1 Aker Solutions defines a very large contract as being between NOK 2.0 billion and NOK 3.0 billion.
