ROCKVILLE, Md., Aug. 4, 2020 /PRNewswire-PRWeb/ — Millions of America’s seniors could face disruptions to audiology and speech-language pathology therapy services vital to their health and quality of life unless Congress and the Centers for Medicare & Medicaid Services (CMS) act to protect them, the American Speech-Language-Hearing Association (ASHA) warns today.

At issue is CMS’s 2021 proposed Medicare Physician Fee Schedule rule, released on August 3, in which the agency recommends significant payment reductions to more than three dozen health care provider groups, including audiologists and speech-language pathologists. This is an effort to offset increasing payments for office/outpatient evaluation and management (E/M) codes typically used by primary care physicians.

Audiologists are facing a 7% cut to Medicare reimbursement, and speech-language pathologists are facing a 9% cut—which would translate into significant reductions in therapy services for a range of communication, cognition, and swallowing problems common in seniors. These problems are often a result of conditions including stroke, brain injury, Alzheimer’s disease, Parkinson’s disease, and head and neck cancers, along with hearing loss—one of the most common health conditions that seniors experience.

The proposed cuts are the product of a Medicare statutory requirement known as budget neutrality, which requires that any increase in costs to the Medicare program (in 2021, higher spending on E/M codes) must result in decreased spending elsewhere under Medicare. The cuts will go into effect in 2021, unless Congress and CMS act to waive the budget neutrality requirement.

ASHA, along with the American Occupational Therapy Association (AOTA), the American Physical Therapy Association (APTA), and many other physician and nonphysician provider groups, has engaged in vigorous advocacy efforts over the past several months aimed at Congress, CMS, the Department of Health and Human Services, and the Office of Management and Budget to curtail these cuts and stress the serious impact that such cuts would have on seniors.

While recognizing the importance of funding the services provided by primary care physicians, ASHA notes the equally important value of its members’ diagnostic and rehabilitative services—calling for a holistic reimbursement approach. In a joint statement issued August 4, ASHA, AOTA, and APTA noted: «Our organizations call on Congress and CMS to advance well-reasoned fee schedule payment policies and waive budget neutrality.»

Further reinforcing this approach, ASHA joined with a broad coalition of organizations representing more than 330,000 physicians and 884,000 nonphysician providers. In a collective statement, those groups specified: «Our groups are calling on Congress and CMS to collaborate on developing a solution that will allow the changes to the E/M services to proceed, while at the same time preventing cuts to our health care professionals.»

What Happened?  On or about June 5, 2020, Summit discovered that it was unable to access certain data and records stored on its server. Summit immediately launched an investigation, with the assistance of third-party forensic computer experts, to determine the nature and scope of the incident.  It was determined that certain information was encrypted by ransomware. Summit’s investigation determined there was potential unauthorized access to its server between January 24, 2020 and June 5, 2020. Summit then worked to identify its patients whose personal information may have been accessible to the unauthorized actor. That process concluded July 28, 2020.

What Information Was Involved?  Summit has no evidence the unauthorized actor actually accessed or acquired personal information. The information potentially contained on the server at issue may have included name, medical information, and Social Security number.

The competitive strength of a region mainly depends on its comparative advantages, where brand effectiveness directly affects the formation and development of the regional comparative advantages. From the regional distribution of the top 500 brands in 2020, Beijing, with 93 brands selected, ranks first. The main reason being that the headquarters of central enterprises with strong profitability are concentrated in Beijing. Guangdong and Shandong, with 90 and 44 brands selected, rank second and third, respectively. Depending on the scope of influence, these brands are separated into three groups: global, national and regional. The list includes 435 brands with national influence that account for 87%, along with 55 brands with global influence that account for 11%, which is a slight increase from last year.

Although the COVID-19 pandemic did not stop the overall upward trend of values of Chinese brands, in comparison with the numbers of the previous year, the numbers of selected brands have significantly dropped in industries that have been heavily affected by the pandemic, such as clothing, automobiles, tourism and media. The numbers of selected brands in the staple industry, such as food, beverages, finance and machinery have increased in varying degrees. In this year’s brand list, a total of 27 related industries have been covered. Among them, the food and beverage industry still accounts for the largest number of selected brands with a total of 85 brands, which represents 16.80% of the overall selection. The industries that rank second to fifth are the light industry (50), construction materials (39), media (35), and textiles and apparel (31). This year, there are 53 Chinese brands worth more than 100 billion, with an addition of six brands from last year.

Dr. Steve Evans, a professor of Industrial Sustainability at the Institute for Manufacturing at the University of Cambridge, pointed out that more frequent and large disruptions are likely to become normal. Businesses must find a path to become resilient. For Chinese brands, he offered some suggestions. Firstly, growth in size alone will not make a business strong. Secondly, growth in well-being is becoming important. Thirdly, trust will become the most important business word of the next decade. Lastly, companies should accelerate their experiments and improve their ability to innovate as part of their resilience plan.

Dr. Steve Woolgar, a professor of Marketing at the Saïd Business School of the University of Oxford, pointed out that brands now can focus on two qualities: helpfulness and empathy. Brands form the basis of relationships, not just between the company and its customers, but between groups and networks of customers. The most successful brands play to the concerns and anxieties of this large societal collective of potential customers.

Dr. Ziv Carmon, a professor of Marketing at INSEAD, pointed out that the pandemic has caused unprecedented economic fallout. However, some firms have managed to flourish during this crisis. The key to success during this crisis has been deep customer centricity. In particular, brands must identify central customer pain points. While such centricity is always important, major crises accentuate customer sensitivities.

First, consumers are more willing to try new brands and products during the crisis. Second, consumers have higher requirements for brands than before. They are more inclined to buy brands with better ESG performances. Entrepreneurs should follow these trends and make timely adjustments to brand strategy.
