Advancing Cyberinfrastructure and Research Readiness Survey Results: Broadband Infrastructure Support, Workforce Development are Key Issues Facing Minority-Serving Institutions

HUNTSVILLE, Ala. and WASHINGTON, Feb. 17, 2021 /PRNewswire/ — A nationwide survey conducted in December 2020 by the Minority Serving-Cyberinfrastructure Consortium (MS-CC) in collaboration with Internet2 determined that there is a strong need for broadband infrastructure support and to prioritize workforce training and development investments for minority-serving institutions, including historically Black colleges and universities (HBCUs), Hispanic-serving institutions (HSIs), and tribal colleges and universities (TCUs).

The survey is part of a national effort to help minority-serving institutions advance the STEM (science, technology, engineering, and mathematics), health, social science, and humanities education and research priorities that call for increased access to and use of data management and computing resources by the higher education community.

«These are issues that we were all well aware of within the consortium but being aware of them is not enough, we have to start doing something,» said Dr. Damian Clarke, chief information officer at Alabama A&M University, and a member of the MS-CC leadership council. «There is an immediate present need for broadband infrastructure across all minority-serving institutions. When we talk about broadband, this includes broadband that connects an institution and broadband that is distributed via wired and wireless connections across the campus.»

The survey results, released during a webinar on Feb. 3, include participation by 49 of the 101 HBCUs, 63 of the 539 minority-serving institutions, and 32 of the 38 TCUs in the American Indian Higher Education Consortium. A diverse range of professions completed the survey, including educators, researchers, cyberinfrastructure professionals, senior administrative leaders, students, leaders and staff in not-for-profits, STEM support organizations, and representatives of government agencies.

«The idea behind the survey is to provide access to data that will improve proposals that minority-serving institutions make to the funding agencies,» said Bobby Clark, director, CCIT procurement and vendor management, Clemson University. «Now we have empirical evidence to really focus on those items.»

Among the survey’s most significant findings is that connectivity, equipment, security, and access to technology were the most valued priorities that respondents favored to support the goals and objectives of research programs at minority serving institutions. Data storage, data management, and data analytic were a close second in helping institutions meet their data and research computing goals.

«A common need for all our colleges is the actual infrastructure, the hardware and connectivity, without which you can’t stand up the kinds of data, computing services, and resources that are universally being identified as essential to supporting advanced science and engineering and mathematics,» said Al Kuslikis, senior associate for strategic initiatives, American Indian Higher Education Consortium. «That infrastructure also includes data storage, data management and data analytics. The actual use of the infrastructure to inform data driven decision making and to deliver programming in research computing across all disciplines.»

Additional findings include strong support for collaboration and engagement among minority-serving institutions, the need for accessible and responsible data infrastructure for campus operations, and strong potential for data and computing to advance issues central to community culture and societal disparities.

It is important that our cyberinfrastructure professionals are able to communicate with each other and build a coalition to advocate for our needs as a group. There’s strength in numbers.»

Furthermore, these amendments to the program will not affect Golden Visa renewal applications, nor any existing applications submitted before 2022.

The latest changes being made to the Portugal Golden Visa Program has garnered much talk among potential investors, who are keen to learn more about the amendments and the effects they might have. As of 1 January 2022, the following changes will take place:

  • Purchasing a residential property as a real estate investment of EUR 500,000 or for restoration of EUR 350,000 or EUR 280,000 in a low-density area, will only be applicable in the Inland Territories, Azores and Madeira.

  • The capital amount needed to invest in a commercial company and create at least 5 jobs will increase from EUR 350,000 to EUR 500,000.

Siendo el primero entre los grandes países en contener el virus de manera efectiva y la única economía entre las principales en registrar un crecimiento positivo el año pasado, China ha estado a la vanguardia de la lucha global, convencida de que la COVID-19 no conoce fronteras y no puede ser derrotada sin trabajar en conjunto.

La pandemia impidió que Xi viajara al extranjero, sin embargo, el anterior fue un año atestado de diplomacia para el presidente chino. Tuvo 87 reuniones virtuales y llamadas telefónicas con líderes extranjeros y jefes de organizaciones internacionales, y asistió a 22 eventos bilaterales o multilaterales en modo «diplomacia en la nube», pidiendo solidaridad y cooperación para hacer frente a la crisis.

El exitoso control de la epidemia contribuyó a una rápida recuperación económica y a un crecimiento interanual del PIB del 2,3 % para 2020.

En sus discursos en la 73.ª Asamblea Mundial de la Salud, la Cumbre Extraordinaria China-África sobre solidaridad contra la COVID-19, la 12.ª Cumbre BRICS, la 27.ª Reunión de Líderes Económicos de la APEC y la 15.ª Cumbre de Líderes del G20, Xi prometió repetidamente hacer de las vacunas chinas contra la COVID-19 un «bien público global», accesible y asequible para personas de todo el mundo.

Y China está cumpliendo esa promesa al proporcionar vacunas a países como Camboya, Chile, Perú, Pakistán, Serbia, Hungría, Guinea Ecuatorial, Laos, México, Zimbabwe, la República Dominicana y Tailandia, la mayoría de ellos países en desarrollo.

Ya desde el mes de marzo, el presidente Xi hizo un llamado a las principales economías del mundo para que impulsaran la recuperación económica, en tiempos en que el coronavirus se estaba propagando rápidamente por todo el mundo.

«Quiero hacer un llamado a todos los miembros del G20 para que tomen acciones colectivas: recortar aranceles, eliminar barreras y facilitar el flujo sin restricciones del comercio», mencionó Xi en la Cumbre Virtual Extraordinaria de Líderes del G20 sobre la COVID-19. «Juntos podemos enviar una señal fuerte y restaurar la confianza para la recuperación económica global».

Dirigiéndose a la Cumbre del G20 celebrada en Riad en noviembre, pidió esfuerzos concertados de las principales economías para promover un desarrollo más inclusivo y mejorar la gobernanza global.

El presidente chino señaló que el G20, siendo un actor imprescindible en la lucha global contra la COVID-19, debiese estimular el multilateralismo, la apertura, la inclusión, la cooperación de beneficio mutuo, y mantenerse vigente en el tiempo.

«Debemos mantener nuestro apoyo a los países en desarrollo y ayudarles a superar los estragos causados por la pandemia», le expresó a otros líderes del G20″.

Xi resaltó que su país ha implementado completamente la Iniciativa de Suspensión del Servicio de la Deuda (DSSI) del G20, por un monto que excede los USD 1.300 millones, para alivianar el peso de la deuda a los países pobres.

El G20 puso en marcha la DSSI en abril para apoyar a los países de bajos ingresos en sus necesidades de liquidez inmediata, permitiendo que los pagos de servicio de la deuda de los países más empobrecidos fueran suspendidos desde el 1 de mayo hasta el final de 2020. Posteriormente, la suspensión de la deuda se prorrogó otros seis meses hasta el 30 de junio de 2021.

Adicionalmente, China se ha fijado objetivos más ambiciosos para combatir el cambio climático e impulsar el desarrollo sostenible. Xi anunció en septiembre que el país se esforzaría por lograr el pico de emisiones de CO2 antes de 2030 y alcanzar la neutralidad de carbono antes de 2060.

The 1000 Point and ETC tests are among the most established comparison tests for commercial heavy trucks in the world. They are organised by German trade magazines with the participation of senior journalists from other countries. Cab-related qualities like the driver environment, sleeping comfort and noise levels are assessed, as well as other aspects such as road handling, gear shifting and serviceability. The trucks are also driven more than 300 km on different types of public roads, equipped with calibrated fuel-measurement equipment to confirm the true fuel consumption with the highest accuracy. Every aspect is then given a score that adds to each truck’s final result.

«The unprecedented federal interference into the private housing market due to the COVID-19 pandemic certainly stabilized the shelter of Americans in a healthcare emergency which is positive,» Kruse said. «However, extension of the foreclosure ban beyond the March 31 expiration fails to recognize the success of social distancing and vaccination programs against the initial emergency policy.»

Federal agencies in late December extended the original moratorium to March 31 in recognition that the Biden administration might want to take another look at the situation. They did and have put forward an extreme policy not spending the effort to direct relief at those who truly need it. 

Kruse adds that the extension only addresses half of the problem and keeps landlords in the dark regarding how to seek the cash flow to pay their mortgages and maintenance costs.

The new extension is silent on evictions leaving landlords questioning when they may retake possession of their properties that are currently not producing income.

«Landlord complaints of tenants taking advantage of the system even if they could afford payments aren’t even addressed here continuing to show deference to the tenant but not provide recourse to those that provide housing,» says Kruse.   

That announcement of a coordinated extension of forbearance of loans backed by the Department of Housing and Urban Development (HUD) follows the Federal Housing Finance Agency’s announcement it would extend its moratoria on loans owned by Fannie Mae and Freddie Mac.

An estimated 1 out of 5 renters are believed to be behind on their rent while 2.7 million homeowners are currently in foreclosure forbearance, according to the White House.

Kruse said lifting of the foreclosure moratorium in July will not immediately mean relief for lenders and landlords as it will take several months for legal actions to commence.

Still, Kruse expressed optimism that the June 30 date will solidify into a real expiration date so the market can begin working out the damage in a post-COVID environment.
