New Report Finds Many U.S. Small And Midsize Cities Face Increased Rent Burden And Income Inequality

NEW YORK, Aug. 5, 2020 /PRNewswire/ — Small and midsize cities are home to twice as many Americans as large cities and face many of the same health disparities However, they often do not receive the same attention or resources. A new report by researchers in the Department of Population Health at NYU Grossman School of Medicine and NYU Wagner Graduate School of Public Service examining 719 small and midsize cities across the United States paints a picture of uneven economic growth and recovery, growing income inequality and poverty, and excessively high rent burden in nearly every city examined.

To better understand the health and equity trends in small and midsize cities specifically, researchers created a first-of-its-kind, health-focused typology for the 719 U.S. cities with populations 50,000 to 500,000. This new «City Types» framework groups cities into 10 unique types based on changes in population, household poverty, life expectancy, manufacturing sector employment, income inequality, and other factors that drive health—using data from 2000 to 2017, and tracked changes over time.

The City Types research builds on the health data for cities available on the City Health Dashboard, a free, online resource created by the NYU Grossman School of Medicine and NYU Wagner team, and supported by the Robert Wood Johnson Foundation, that provides community-level health, social and economic data for over 750 cities across the U.S. Careful examination of these new City Types shows that race and poverty affect the opportunities for health for residents in small and midsize cities. And as racial and economic disparities widened over time, so have health disparities.

Given that the U.S. is now in the midst of the Covid-19 pandemic, accompanied by the worst economic crisis since the Great Depression, Gourevitch warns that inequities faced by those living in small and midsize cities will be further exacerbated without swift and tailored interventions.  

Last month, the City Health Dashboard launched a city-oriented COVID Local Risk Index to help municipal leaders identify neighborhoods with populations at higher risk of 2019 Coronavirus Disease (COVID-19) infection and more severe COVID illness by synthesizing key risk factors including race/ethnicity, age, household crowding, poverty and underlying health conditions like diabetes and obesity. In using this new City Types framework to understand COVID risk, the researchers also found that Types with high local risk for COVID tend to also have higher rates of child poverty and shorter life expectancies.

Understanding America’s Small and Midsize Cities: Key Findings

Using the typology framework, the research team identified the following City Types: Emerging Cities; Small Stable-Size Cities; Big Metro Exurbs; Smaller Commuter Suburbs; Diverse Ring Cities; Latino-Predominant Enclaves; Working Towns; Regional Hubs; Small Industrial-Legacy Cities, and College Cities. Additional findings from the report include:

  • Poverty, rent burden (renters spending more than 30 percent of their annual income on housing), and income inequality grew across all City Types. The proportion of rent-burdened households increased for nearly all cities, from an overall average of 41 percent of renters in 2000 to 52 percent of renters in 2017. The median income for non-Hispanic Black households in 2000 was 13 percent lower than that of non-Hispanic White households; by 2017 that gap grew to 28 percent. But some city types, including Working Towns and Regional Hubs, had significantly larger Black-White income gaps. In those city types, Black households earned 41 percent and 46 percent less than their White counterparts, respectively.
  • Wealth and better health outcomes are concentrated in city types that are predominantly white. The two city types with large low-income and large Black populations (Regional Hubs and Small Industrial-Legacy Cities) had the highest burdens of disease and mortality. On average, these more impoverished city types also had the greatest income inequality and life expectancy gaps between neighborhoods within cities, averaging 10 years.
  • Region and proximity to bigger cities drive local socioeconomic disparities. High-poverty cities located near the largest U.S. cities tend to have better health outcomes compared to other peer cities with high poverty.

ROCKVILLE, Md., Aug. 4, 2020 /PRNewswire-PRWeb/ — Millions of America’s seniors could face disruptions to audiology and speech-language pathology therapy services vital to their health and quality of life unless Congress and the Centers for Medicare & Medicaid Services (CMS) act to protect them, the American Speech-Language-Hearing Association (ASHA) warns today.

At issue is CMS’s 2021 proposed Medicare Physician Fee Schedule rule, released on August 3, in which the agency recommends significant payment reductions to more than three dozen health care provider groups, including audiologists and speech-language pathologists. This is an effort to offset increasing payments for office/outpatient evaluation and management (E/M) codes typically used by primary care physicians.

Audiologists are facing a 7% cut to Medicare reimbursement, and speech-language pathologists are facing a 9% cut—which would translate into significant reductions in therapy services for a range of communication, cognition, and swallowing problems common in seniors. These problems are often a result of conditions including stroke, brain injury, Alzheimer’s disease, Parkinson’s disease, and head and neck cancers, along with hearing loss—one of the most common health conditions that seniors experience.

«The services provided by audiologists and speech-language pathologists are absolutely essential to our seniors as they recover from serious medical events and live with chronic conditions such as neurological disorders and hearing loss,» said Theresa H. Rodgers, MA, CCC-SLP, ASHA 2020 President. «Medicare cuts are most unfortunate, and especially ill-advised, given the treatable nature of many of these conditions—and the tremendous improvements that our members witness every day when patients have appropriate access to needed diagnostic and rehabilitative services. Our seniors deserve better.»

The proposed cuts are the product of a Medicare statutory requirement known as budget neutrality, which requires that any increase in costs to the Medicare program (in 2021, higher spending on E/M codes) must result in decreased spending elsewhere under Medicare. The cuts will go into effect in 2021, unless Congress and CMS act to waive the budget neutrality requirement.

ASHA, along with the American Occupational Therapy Association (AOTA), the American Physical Therapy Association (APTA), and many other physician and nonphysician provider groups, has engaged in vigorous advocacy efforts over the past several months aimed at Congress, CMS, the Department of Health and Human Services, and the Office of Management and Budget to curtail these cuts and stress the serious impact that such cuts would have on seniors.

«The timing of these proposed payment reductions is particularly devastating, when many audiology and speech-language pathology practices are fighting to stay afloat due to the challenges posed by COVID-19,» Rodgers stated. «If these practices are shuttered due to the additional financial stress from these cuts, patients ultimately stand to suffer.»

While recognizing the importance of funding the services provided by primary care physicians, ASHA notes the equally important value of its members’ diagnostic and rehabilitative services—calling for a holistic reimbursement approach. In a joint statement issued August 4, ASHA, AOTA, and APTA noted: «Our organizations call on Congress and CMS to advance well-reasoned fee schedule payment policies and waive budget neutrality.»

Further reinforcing this approach, ASHA joined with a broad coalition of organizations representing more than 330,000 physicians and 884,000 nonphysician providers. In a collective statement, those groups specified: «Our groups are calling on Congress and CMS to collaborate on developing a solution that will allow the changes to the E/M services to proceed, while at the same time preventing cuts to our health care professionals.»

Samsung Biologics launches S-CHOice cell line expression technology

The cell line also shows enhanced cell viability with over 90% at day-21 in a fed-batch study, demonstrating effectiveness in producing high quality cell lines.

Knights of Columbus to Create Blessed Michael McGivney Pilgrimage Center

The Blessed Michael McGivney Pilgrimage Center will be located at the current Knights of Columbus Museum in New Haven, Connecticut.

Fr. McGivney, a priest in the St. Mary’s Parish in New Haven, founded the Knights of Columbus 138 years ago to enable Catholic men to support one another and their families with spiritual and temporal needs. On May 27, 2020, Pope Francis approved a decree recognizing a miracle attributed to Fr. McGivney’s intercession, qualifying Fr. McGivney for beatification.

At today’s opening Mass of the Knights of Columbus’ 138th annual Supreme Convention, Archbishop Leonard P. Blair of the Archdiocese of Hartford shared that Father McGivney’s beatification Mass will take place on Oct. 31, 2020, at the Cathedral of St. Joseph in Hartford, Connecticut. At that liturgical celebration, an apostolic letter from the Holy Father will be read along with the bestowing of the title «Blessed» on Father McGivney. This is the step just prior to sainthood. An additional miracle attributed to Father McGivney’s intercession will be required for his canonization as a saint.

Supreme Knight Anderson said, «For members of the Knights of Columbus and many others, the news of the beatification is a time of great joy and celebration. Father McGivney ministered to those on the margins of society in the 19th century, and his example has inspired millions of Knights to follow his example in their own parishes and communities.»

Father McGivney served his flock during the pandemic of 1890, before himself becoming ill and dying of pneumonia. Today’s opening Mass of the Knights of Columbus Supreme Convention was celebrated by Archbishop Blair at St. Mary’s in New Haven. In addition to being the historic location where the Knights was founded, Father McGivney’s remains are interred there.

Anderson added, «While the museum will continue to recount the Knights’ history, it will also broaden its mission by focusing more on the spirituality and charitable vision of our founder and his legacy. A visit to the Blessed Michael McGivney Pilgrimage Center will enhance the formative experience of a pilgrimage to Father McGivney’s tomb at St. Mary’s.»

It is anticipated that COVID-19 restrictions will be in place on the date of the beatification, and preparations to broadcast the Mass to a worldwide audience are being made so that the public might join the celebration.

FORT WAYNE, Ind., Aug. 4, 2020 /PRNewswire/ — Summit Medical Associates («Summit») provides notice of an incident that may affect the security of some information relating to certain patients affiliated with Summit.

What Happened?  On or about June 5, 2020, Summit discovered that it was unable to access certain data and records stored on its server. Summit immediately launched an investigation, with the assistance of third-party forensic computer experts, to determine the nature and scope of the incident.  It was determined that certain information was encrypted by ransomware. Summit’s investigation determined there was potential unauthorized access to its server between January 24, 2020 and June 5, 2020. Summit then worked to identify its patients whose personal information may have been accessible to the unauthorized actor. That process concluded July 28, 2020.

What Information Was Involved?  Summit has no evidence the unauthorized actor actually accessed or acquired personal information. The information potentially contained on the server at issue may have included name, medical information, and Social Security number.

What Summit is Doing.  Summit takes this incident and the security of personal information seriously. Upon discovery Summit immediately took steps to ensure the security of its systems and investigate the activity. Summit worked diligently to investigate and respond to this incident and to identify and notify potentially affected individuals. Summit is also reviewing and enhancing existing policies and procedures and will be reporting this to relevant state and federal regulators, as required. Summit is notifying potentially impacted individuals so that they may take further steps to best protect their information, should they feel it is appropriate to do so. Summit will also notify the Department of Health and Human Services and other regulators of this incident as required.

  • FDA has updated its COVID-19 Drug Shortages Response webpage to provide information regarding in-use time for certain drugs during the COVID-19 public health emergency. «In-use time» is the maximum amount of time that can be allowed to elapse between penetration of a container-closure system containing a sterile drug product, or after a lyophilized drug product has been reconstituted, and before patient administration. The information for health care facilities and providers on in-use time is intended to minimize the likelihood of physicochemical degradation or microbial proliferation during use in situations where a provider is considering use beyond the labeled in-use time for the specified products.
     
  • As part of the FDA’s effort to protect consumers, the agency issued a warning letter jointly with the Federal Trade Commission to one company, MMSTabs.com, for selling unapproved and unauthorized products to mitigate, prevent, treat, diagnose, or cure COVID-19 in people. There are currently no FDA-approved products to prevent or treat COVID-19. The warning letter advised MMSTabs.com to take immediate corrective action to cease selling these unapproved and unauthorized products. Consumers concerned about COVID-19 should consult with their health care provider.
     
  • FDA recently issued Emergency Use Authorizations (EUAs) to the following companies for their respective devices and tests:
    • Abiomed, Inc., for its Impella Left Ventricular (LV) Support Systems to authorize the emergency use of the systems to provide temporary left-ventricle unloading and support to treat critical-care patients with confirmed COVID–19 who are undergoing extracorporeal membrane oxygenation treatment;
    • Cleveland Clinic Robert J. Tomsich Pathology and Laboratory Medicine Institute, for its (molecular) Cleveland Clinic SARS-Co-V-2 Assay;
    • Poplar Healthcare, for its (molecular) Poplar SARS-CoV-2 TMA Pooling Assay;
