NUEVA YORK, 21 October 2020 /PRNewswire Policy/ — Los países de América Latina y el Caribe diseñaron una agenda de trabajo que busca colocar a la región en el camino hacia una agricultura sostenible y resiliente al clima, que propicie sociedades rurales prósperas y dé lugar a un sistema alimentario que garantice comida saludable para todos.

La Conferencia Regional de la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO) reunió esta semana virtualmente durante dos días a todos los ministros de Agricultura latinoamericanos y caribeños, quienes coincidieron en la necesidad de una transformación profunda de los sistemas agrícolas alimentarios.

El representante regional de la FAO, Julio Berdegué, citó tres preocupaciones compartidas entre los ministros: “Debemos avanzar hacia sistemas agroalimentarios que provean alimentos saludables y nutritivos a todos y todas, transitar hacia una ruralidad próspera e inclusiva, sin pobreza y con oportunidades, y asegurar la sostenibilidad ambiental y la mitigación, adaptación y resiliencia climática”.

Y para ese propósito, subrayaron los ministros, es urgente disponer de recursos adicionales a nivel regional.

Los participantes en el evento también abordaron el problema de la mala nutrición y la inseguridad alimentaria. “No podemos seguir coexistiendo con el hambre, el sobrepeso y la desnutrición crónica infantil. No sólo porque es una injusticia sino porque no podemos darnos ese lujo”, recalcó la vicepresidenta de Ecuador, María Alejandra Muñoz.

Los ministros destacaron, asimismo, la importancia clave del comercio internacional para garantizar a la seguridad alimentaria. “La promoción de sistemas alimentarios abiertos y transparentes es fundamental para mejorar el acceso a los alimentos para las personas más vulnerables”, dijo el ministro de Agricultura de Chile, Antonio Walker.

Hambre por desigualdad, no por falta de comida

Según proyecciones de la FAO, para el 2050 habrá crecido un 50% la demanda mundial de alimentos y la región deberá haber transformado el sistema alimentario para suplir la demanda de productos inocuos, diversos y saludables.

“Nuestra región es la mayor exportadora neta de alimentos del mundo. Pero no se trata solamente de producir más, sino que debemos mejorar el comercio y ampliar el acceso a mejores mercados, en especial para la agricultura familiar, la pesca artesanal y la PYME alimentaria”, recalcó Berdegué.

Los datos de la FAO indican que en la región no hay hambre y malnutrición por falta de comida, sino por la pobreza y las desigualdades: “En esta región es demasiado barato comer mal, y es el lugar más caro para comer saludablemente”, lamentó el representante regional.

Pilar en la respuesta a la pandemia

Los conferencistas afirmaron que la agricultura debe ser uno de los pilares de la recuperación de la pandemia de COVID-19.

“El sector agropecuario está llamado a jugar un papel prioritario para superar la pandemia. Todos los países debemos establecer políticas para fortalecerlo”, apuntó el ministro de Desarrollo Agropecuario de Panamá, Augusto Valderrama.

Por su parte, Berdegué recordó que el campo no es solo alimentación. “Es también agua fresca, paisajes, biodiversidad, energía limpias y turismo”, apuntó.

Para erradicar la pobreza rural, la FAO propone una estrategia multidimensional –la Iniciativa Mano de la Mano– enfocada en los países y territorios más rezagados y con especial atención a las mujeres rurales, los agricultores familiares y los pueblos originarios y afrodescendientes.

“El programa Mano de la Mano viene a ser una respuesta proactiva para salir de la crisis estructural causada por la pandemia del COVID-19, una crisis que ha generado una reflexión sobre el estado de la agricultura en el mundo entero”, sostuvo el vicepresidente de El Salvador, Félix Ulloa.

Adaptación ambiental

“Reducir la huella ambiental y climática de la agricultura regional puede ser un motor de innovación, de nuevas inversiones, nuevos y mejores empleos, y más espacio para la agricultura familiar y las PYMES rurales”, aseguró Berdegué con respecto a otra de las prioridades planteadas por la FAO.

En el mismo tenor, el ministro de Agricultura de Uruguay, Carlos Maria Uriarte, , señaló que la región debe virar “hacia una agricultura económicamente rentable, socialmente responsable y ambientalmente regenerativa”.

Otro punto de coincidencia fue la necesidad de crear alianzas público-privadas para fortalecer y desarrollar al sector de manera sostenible.

Berdegué explicó que la FAO buscará reforzar su colaboración con la sociedad civil, la ciencia, la academia y los parlamentarios, además de que se esforzará por “cerrar el déficit de colaboración con el sector privado”.
