ROTTERDAM, Netherlands, Jan. 21, 2021 /PRNewswire/ — Today, five Nobel Laureates and more than 3,000 scientists from over 100 countries signed up to the «Groningen Science Declaration» calling on world leaders, decision-makers and investors, to change the way we understand, plan and invest for a changing climate to ensure we limit future damage. The signing took place ahead of the virtual Climate Adaptation Summit (CAS 2021) on 25th-26th January.

The Global Center on Adaptation is an international organisation hosted by the Netherlands

The statement, initiated by Patrick Verkooijen, CEO of Global Center on Adaptation (GCA), is released as figures from the first «GCA State and Trends in Adaptation 2020» report show that climate adaptation is likely to have suffered a single-digit percentage fall in 2020 and that global climate adaptation funding needs to increase ten-fold, to US$300 billion a year, to meet estimates of what is needed to respond to escalating climate risks.

In the Groningen Science Declaration the scientists state that «our failure to adapt and mitigate Covid-19 parallels the disruption to come if we do not act immediately to mitigate and adapt our world in response to our changing climate [….] unless we step up and adapt now the results will be increasing poverty, water shortages, agricultural losses and soaring levels of migration with an enormous toll on human life.»

Ban Ki-moon, 8th Secretary General of the United Nations and Chair of the Global Center on Adaptation, speaking during the launch said: «Even if mitigation targets outlined in the Paris Agreement are reached, it still won’t be enough. Climate change is already happening and so we must adapt to its impacts. The Groningen Scientific Declaration makes it clear that we, as humans, have caused climate change and so we must accelerate adaptation to ensure we can all live in a sustainable and resilient world that leaves no-one behind.»

Patrick Verkooijen, CEO of the Global Center on Adaptation said:
«As a result of the pandemic we are facing interlinked health, economic and climate crises. We must implement interventions to support a resilient recovery and we must act now before climate change accelerates beyond the capabilities of nature and humans to adapt. The science community, in signing this declaration, know the stakes could not be higher.»

Dr. Tawakkol Karman, Nobel Peace Prize 2011 said:
«Our climate emergency poses the severest threat to peace and security. As extreme weather events continue to accelerate and sea levels rise, people have to compete over scarce resources and deal with the accelerated degradation of the environment around them. If we don’t act and adapt and soon, we will inevitably see greater instability, conflict and increased migration.»

Professor Sir Christopher Pissarides, The Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel 2010 said:
«The Covid-19 crisis has devastated our economies but it will soon be history; the climate-related disasters that are occurring with increasing frequency will only get worse, if we don’t do anything about it. Our economies are as vulnerable to them as they were to Covid-19. We need to improve the way we manage such disasters and take steps to reduce them. Investments in sustainability should be given priority: they should, and usually do, give higher returns in the longer term. We need to focus on inclusive green job creation,  to help families in need and prepare ourselves better for the future. It is of paramount importance that governments, through their Covid-19 recovery packages, invest in climate adaptation and resilience against multiple shocks, focused on green job creation and long-term sustainable growth.»

Professor Brian Schmidt, Nobel Prize in Physics 2011 said:
«COVID-19 has shown just how brittle our environment is – that our world and way of life can be upended so fundamentally and so quickly. But the pandemic has also shown governments all across the world can listen to science and expert advice, to protect their people and their societies. They are doing the same with the science of climate change. Now is the time to invest in and drive the innovative climate solutions we already have at our disposal to create new jobs, to stimulate our economies, to develop the industries and products of tomorrow, while at the same time building a climate resilient, a climate smart and a climate just future.»

Professor Donna Strickland, Nobel Prize in Physics 2018 said:
«I believe that climate change adaptation requires the depth and breadth of expertise best achieved through interdisciplinary collaborations and engagement with policy-makers. Working with the Optical Society, together we have communicated to those in public policy the vital role optics can play in measuring the effects of climate change and the effectiveness of remediation efforts. If scientists and engineers worked together on developing innovative sensor technologies with the support of governments, the resulting innovation could be a milestone achievement in addressing climate change.»

Prof Hoesung Lee, Chair of the Intergovernmental Panel on Climate Change (IPCC) also present at the virtual launch event said:
«The climate is already changing, and we will have to adapt to address the further global warming that is coming because of past emissions of greenhouse gases. But we must also understand that there are limits to adaptation, and the more we can limit future warming the greater the scope for successful adaptation measures.»

Professor Jouke de Vries, President of the University of Groningen said:
«Our University and the city of Groningen are proud to host the Science Declaration and the launch event with Nobel Laureates and other distinguished guests. Our professors, researchers, educators and students work tirelessly with national and international partners towards the local, regional and global Green Transition. It is clear that mitigation of climate change goes hand-in-hand with adaptation, and our research and Master Degree programs reflect this, with a focus on human health, behavioural sciences, climate law and clean energy.»

Prof. Joseph Stiglitz, The Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel 2001 also signed the Groningen Science Declaration during the virtual launch.

Computer science instruction bill introduced in Mississippi State Legislature

JACKSON, Miss., Jan. 21, 2021 /PRNewswire/ — Two Gulf Coast state lawmakers have introduced bills in the Mississippi Legislature advocated by C Spire and designed to get computer science curriculum in the classrooms of all the state’s 884 K-12 public and charter schools.

«We want … more emphasis on this critical core subject (computer science knowledge and skills) in the K-12 classroom»

SB 2678 by State Senator Scott DeLano, R-Biloxi, and HB 633 by State House Representative Kevin Felsher, R-Biloxi, were introduced earlier this week and have been assigned to the Education Committee in each chamber. The bills, which would bring classroom instruction of computer science to all of the state’s 442,627 students, are expected to receive hearings soon.

The proposed laws come as the C Spire Foundation committed $1 million earlier this month to help school districts with teacher training and implementation.  C Spire executives, education advocates and technology leaders are optimistic the Legislature will consider and adopt new laws that will give elementary, middle and high school students equal access to computer science curriculum.

A grassroots effort to win legislative passage last year was cut short by the COVID-19 virus outbreak after a successful House of Representatives vote on a computer science bill in mid-March.  The resulting global health pandemic closed most of Mississippi’s 884 public and charter K-12 schools and left many of the state’s 442,627 students with no option but virtual distance learning from home.

However, state lawmakers provided a boost to the grassroots effort last July with two new laws that set aside $200 million to help 151 school districts purchase more than 325,000 computer devices and other tools that enable students to continue learning from home after widespread school closures caused by the public health crisis.  Matching state funds and grants also were set aside for rural broadband deployment.

«We need to capitalize on the progress we’ve made in educating and informing our colleagues and the public on the importance of getting more rigorous computer science standards in all of our schools so that students have the knowledge, skills and abilities to compete for the best jobs in the new 21st century economy,» DeLano said.

Felsher noted that while some districts may already be exceeding the requirements for computer science instruction, the state public school system needs uniform standards that apply to all students and schools. «Ultimately, we want every student to have the same opportunities to pursue computer science regardless of where they live or what school they attend,» he added.

Part of the push for uniform standards is being fueled by differences in the amount, if any, of computer science education offered by school districts across the state. «The goal is to get more emphasis on this critical core subject in the classroom,» said C Spire CEO Hu Meena, noting that computer science education is taught in less than half of the state’s public high schools.

Workers with a background in computer science are in high demand and short supply in Mississippi.  Employers currently have over 1,475 unfilled jobs due to the serious shortage of trained, qualified IT and computing workers.  The average starting salary is almost double the statewide average.  In 2019, only 327 students took the AP computer science exam according to code.org, a STEM education advocacy group.

«Getting computer science in all Mississippi classrooms represents a tremendous opportunity to give our young people exposure to the fundamentals necessary for their future success in the workforce,» said C Spire CTO Carla Lewis, noting that computer science teaches critical thinking, computational and problem solving skills that benefit all students and future employers.

C Spire has worked closely with lawmakers to refine the legislation that would help make computer science available in all schools fully by the 2024-2025 academic year.  Many districts and schools have made progress and will not need to make changes while others will need to boost teacher training and update courses to the latest curriculum.  «We’re committed to helping all of our schools overcome any barriers that might stand in the way of offering computer science in classrooms,» Lewis said, adding that C Spire is offering to help identify solutions for more teacher training and distance learning.

Mississippi public K-12 schools are some of the most diverse in the nation with over 52 percent of the population students of color – African American and Hispanic – and nearly 49 percent female, two areas that have historically been under-represented in the computer science industry, Lewis added.

C Spire has been heavily involved in efforts to promote computer science education in Mississippi since 2015 with coding challenges, coding academies, pilot accelerated degree programs and other efforts designed to inspire and encourage students to consider pursuing academic degrees or professional careers in science, technology, engineering and math-related fields.

The grassroots computer science education effort is designed to move communities forward with a focus on workforce development, broadband access and technology innovation. Biden Administration Wastes No Time in Adding an Immigration Crisis to the Other Crises Facing America, Says FAIR

WASHINGTON, Jan. 21, 2021 /PRNewswire/ — Faced with myriad crises – most notably, dealing with the COVID-19 pandemic and its economic and fiscal fallout – newly inaugurated President Joe Biden wasted no time in exacerbating those crises and inducing an immigration and border crisis, charged the Federation for American Immigration Reform (FAIR).

On his first half-day in office, President Biden signed a series of executive orders that are certain to create a new rush to the border and potentially violate an entire body of federal statutes by refusing to enforce any immigration laws. Additionally, his administration’s first legislative priority is a massive illegal alien amnesty bill for upwards of 14 million people, some of whom may have been here for less than a three week period prior to the president taking the oath of office – or even worse, deported in the last four years.

«On day one, President Biden began advancing a radical open borders and mass amnesty immigration agenda, without regard for the health, security, or interests of the American people,» said Dan Stein, president of FAIR. «The executive orders he signed and the legislation he is rolling out, will not only reward everyone who has violated our immigration laws in the past, but will induce millions more people to come to the United States illegally, regardless of health concerns, the welfare of American workers, or the fiscal capacity of governments at all levels to deal with massive numbers of new arrivals.»

Among yesterday’s executive actions and policy directives from federal agencies:

  • A moratorium on deportations for 100 days – including criminal aliens. This policy directive will prevent the removal of people who have already exhausted all legal efforts to remain in the United States and have been issued final orders of removal. Even criminal aliens are protected under this directive. The move amounts to an unconstitutional negation of all immigration enforcement laws enacted by Congress and signed into law by previous presidents.
  • Curtailments of all civil interior immigration enforcement efforts. The president’s executive order will halt nearly all immigration enforcement efforts against anyone who is in the interior of United States illegally, including those with criminal records.
  • Suspension of new enrollment in the Migrant Protection Protocols (MPP). The successful MPP policy, which requires asylum seekers to remain in Mexico until they can present their claims, has dramatically reduced the flow of fraudulent asylum seekers. Under President Biden’s policy directive, bogus asylum seekers will no longer remain in Mexico, eliminating the most significant deterrent to asylum fraud. Organized caravans of fraudulent asylum seekers are already on their way.
  • Termination of President Trump’s border emergency declaration and a halt to construction of the border wall. Just as other actions being taken by the Biden administration will almost certainly spark a new border crisis, the president’s executive order will rescind emergency powers to deal with it and stop construction dead in its tracks.
  • Preserving and fortifying DACA. President Biden’s executive order is an effort to preempt a judicial ruling on the constitutionality of DACA. A federal district court is currently reviewing whether President Obama had the constitutional authority to create the program in 2012.
  • Termination of travel restrictions on citizens of countries whose governments have been declared as supporters of terrorism. President Biden’s executive order will ignore grave security risks by allowing people from countries whose governments are listed by the State Department as supporting terrorism to enter the United States, even though they cannot be properly vetted.

In addition to numerous orders and policy directives that cripple immigration enforcement, the Biden administration, on its first day in office, made mass amnesty and massive increases in immigration their first legislative priority. Legislation prepared by the Biden White House:

  • Grants amnesty and expedited citizenship for upwards of 14 million illegal aliens. Everyone, including people who arrived in the U.S. less than three weeks before the president took office or were deported under President Trump, would receive immediate work authorization (during an unemployment crisis) and a pathway to citizenship.
  • Promotes large increases in both family and employment-based immigration. Despite overwhelming public support for maintaining limits on new immigration for the foreseeable future, the administration’s proposed legislation responds to the demands of radical open borders advocates and cheap labor interests.
  • Offers no enforcement measures to prevent future large-scale illegal immigration. None. The legislation will merely seek to address the «root causes» of migration from the sending countries, essentially making U.S. immigration policies hostage to corrupt and incompetent governments around the world.

«If day one of the Biden administration is any indication, the interests and security of the American people will be nonexistent in the formulation and execution of immigration policy over the next four years. Rather than begin his administration with a full-throttle effort to unify the nation and address the health, economic, and fiscal crises we face, President Biden has opted to further divide the nation by pursuing dangerous immigration policies favored by the most radical fringes of his party.

«It is an agenda that must be opposed by congressional Republicans and by whatever remnants of centrist Democrats remain,» concluded Stein.

SEATTLE, Jan. 21, 2021 /PRNewswire/ — Milliman, Inc., a premier global consulting and actuarial firm, today released the fourth quarter 2020 results of its Public Pension Funding Index (PPFI), which consists of the nation’s 100 largest public defined benefit pension plans.

«This funded ratio is the highest recorded in the history of Milliman’s Public Pension Funding Study.»

Public pensions had a stellar final quarter of 2020, with the funded status of the Milliman 100 plans increasing from 72.6% at the end of September to 78.6% as of December 31. This funded ratio is the highest recorded in the history of Milliman’s Public Pension Funding Study and marks quite a swing from Q1 2020, at the onset of the COVID-19 pandemic, when the funded ratio hit a low of 66.0%.

«The first and fourth quarters of 2020 illustrate just how closely public pension funding is tied to the vagaries of the market,» said Becky Sielman, author of Milliman’s Public Pension Funding Study. «Given the swings we saw this past year, the start of 2021 is a good time for plan sponsors to revisit their plans’ investment portfolios to make sure the investment strategy matches their current risk appetite.»

In aggregate, PPFI plans experienced an estimated investment return of 8.36% in Q4 2020, resulting in a $388 billion gain in the market value of assets. This was offset by approximately $25 billion flowing out of the plans, as benefits paid out exceeded contributions coming in from employers and plan members. Twenty-nine plans now stand above the 90% funded mark, compared with 12 plans at the end of Q2 2020. Meanwhile, at the lower end of the spectrum, four plans moved above 60% funded, bringing the total number of plans under this mark to 22.

CEDAR CITY, Utah, Jan. 21, 2021 /PRNewswire/ — CBC Mortgage Agency (CBCMA), a nationally chartered housing finance agency and a leading source of down payment assistance for first-time homebuyers, welcomed the U.S. Department of Housing and Urban Development’s decision to allow individuals classified under the «Deferred Action for Childhood Arrivals» program (DACA) to apply for mortgages insured by the Federal Housing Administration. Hispanics, who make up more than 85 percent of all DACA recipients, already account for over one quarter of CBCMA’s borrowers.

The DACA update, which clears up confusion about whether DACA recipients qualify for FHA loans, was outlined Wednesday by HUD in FHA INFO #21-04. HUD stated that homebuyers who are classified as DACA and are legally permitted to work in the U.S. can now begin applying for FHA loans.

«We applaud outgoing HUD Secretary Ben Carson and Deputy Secretary Brian Montgomery for making this important update,» CBC Mortgage Agency President Miki Adams said.

A majority of borrowers who utilize down payment assistance from CBCMA are minorities who often don’t have the financial support of relatives to help them with the cost of buying a home. In addition, they often lack the dinner table discussions with their families about the benefits of homeownership.

«The mission of our CBCMA team is to help those without intergenerational wealth achieve the dream of homeownership,» Adams added, «Because Hispanics already make up more than 26 percent of our community of borrowers, it is very gratifying to be able to expand the number of Latino families we serve as a result of HUD’s decision.»

In addition to offering down payment assistance on FHA-insured mortgages, CBCMA provides prospective homebuyers with free counseling about owning a home before their purchase and for 18 months after they become homeowners.

About CBC Mortgage Agency
Founded in 2013, CBC Mortgage Agency is a nationally chartered housing finance agency. As a leading source of down payment assistance, the company helps low-to-moderate income consumers, often in minority neighborhoods, achieve the dream of homeownership. CBCMA, which was recognized as one of the Top 25 Companies in Mortgage & Servicing by MReport, is a wholly owned subsidiary of Cedar Band Corp., a federally chartered tribal corporation founded by the Cedar Band of Paiute Indians. «The demand for energy efficiency and renewable energy is larger than ever,» Jacques said. «I am excited to see what 2021 has in store for not only EnergyWare but for the industry as a whole. My appearance on The Green Insider Podcast covers a wide array of information, but most importantly, how EnergyWare plans to succeed in 2021.»

Jacques recently announced official plans to create «A Better Energy Future,» both in the U.S. and across the globe. EnergyWare’s CEO seeks to expand the company’s solar portfolio by securing new deals in 2021.

MIAMI, Jan. 21, 2021 /PRNewswire-HISPANIC PR WIRE/ — Association Law Group (ALG) started by representing some of the worst financially hit HOAs and condos in South Florida at the time of the Great Recession, but now represents some of the top luxury brand condominium towers ever built. Among other clients, ALG is attorney for ultra-high end luxury buildings such as the Four Seasons Surf Club, Ritz Residences Miami Beach, SLS Brickell, Jade Signature, Muse, Echo Brickell, and Paramount Miami World Center, to name a few. Partner, Jeff Cooperman, also works with the boards of directors of condominium towers including The Bond (1080 Brickell), Brickell Heights, SLS Lux, Elysee, 87 Park, and Auberge Ft. Lauderdale.

«We deliver a highly personalized service to our clients and have great success in managing complex legal issues by working closely with boards and providing thoughtful, timely and strategic legal guidance. We work with a client base that is accustomed to priority attention and service, and our firm strives to exceed the highest of expectations with our hands-on approach,» stated Mr. Cooperman.

Managing Partner, Ben Solomon, also serves as counsel for Panorama Tower (the tallest building in Florida at 85 stories), Harborview at Fisher Island, and the new Ritz Carlton Residences in Sunny Isles.

«We specialize in developer-controlled projects and often get involved early. Associations typically need extra legal help at the beginning when operations start up and the owners take over,» commented Mr. Solomon.

ALG also represents hundreds of additional HOAs (including many master associations) and condominiums as general counsel, with a particular focus on collections and litigation. ALG has recovered over $200M in past due assessments and fees for clients and has successfully handled over 20,000 collection cases. The firm defers most fees and costs and collects the same from the responsible owner.

ALG is also a title agent and handles residential and commercial real estate transactions. The partners of the firm have closed billions of dollars’ worth of loans, transactions, and other contracts for clients.

ALG plans to open a newly constructed law office in Brickell on the 52nd Floor of Panorama Tower later this year and has its second office in the Las Olas area of Fort Lauderdale. For more information on ALG, please contact the firm at info@ALG-Firm.com or visit www.ALG-FIRM.com.
