The second season of the FIA Smart Driving Challenge started in October this year and involved thousands of drivers from 26 countries, across five continents. The season has been free and open to all drivers and all types of cars (electric, hybrid or fuel), which may have contributed to the fantastic result. During the season, participants reduced their risk of being involved in an accident by 30% and at the same time they reduced their CO2 emissions by as much as 18%. LONDON, Dec. 4, 2020 /PRNewswire/ — When winter kicks in with its freezing temperatures, drivers need their car batteries to perform at maximum capability. And as temperatures drop in the morning, CTEK, a leading global brand in the care and maintenance of vehicle batteries, urges car owners to be prepared and protect against battery failure when the first chill strikes.

A CTEK workshop survey has identified that as many as 25% of vehicles have a battery that could potentially fail during the current cold snap – placing car owners at severe risk of breakdown, just when they need their car the most.

A further 32% of vehicles are at some risk of battery failure if action is not taken to maintain the condition of the battery.

COVID-19 is also having an impact on vehicle battery health; with many people home-bound under COVID-19 lockdown restrictions, car batteries are far more likely to fall flat the less frequently the car is driven or charged.

Then drivers need to consider what happens to the battery when cold weather strikes. Battery performance can reduce by 35% when temperatures hit freezing and fall by as much as 50% if temperatures go even colder.

So with as many as 1 in 2 vehicles driving around with an undercharged or failing battery, it becomes more important than ever this week to ensure that batteries are charged ready for the winter.

Figures released by leading breakdown companies place battery failure as the single biggest cause of breakdowns during the winter. At freezing temperatures an engine’s starting power requirement can increase by as much as 250% when compared to that of a summer’s day. Furthermore with additional drains on the battery e.g. heated screens and seats, headlights and an increase in short journeys during the winter, the battery is being placed under a huge amount of strain – no wonder breakdown companies are so busy!

Stefan Lind, Director at CTEK explains «Motorists get a false sense of security when it comes to the state of their battery when temperatures are that bit warmer. If the battery is undercharged during this period it will still probably be able to start the vehicle, as it doesn’t need as much energy to get the engine going. Motorists won’t realise that their battery is undercharged. When temperatures do drop, the battery won’t have enough power to start the engine – in other words you will experience a ‘flat’ battery.»

IDTechEx have an overview report with forecasts, «Electric Vehicles: Land, Sea and Air 2021-2041«, which explains why PHEV potential is now limited. Ten years ago, IDTechEx first forecasted 2024 as the upfront price parity date for small BEV cars vs. internal combustion engine (ICE) cars. The new report reveals this estimate is still on track or can be met earlier in top auto markets.

Mirage

Many people buy PHEVs for the subsidy but chose never to plug them in, so although they have the potential to reach under 50g CO2 per km, real-world gasoline consumption and CO2 emissions can be far higher. This led the UK government to conclude that there are better ways to save the planet. The UK withdrew the subsidy and PHEV sales collapsed. China is another region where PHEVs increasingly take a back seat. In September, giant BYD sold 12,212 BEVs but only 6,319 PHEVs.

In a study of over 100,000 PHEVs, Fraunhofer ISI and the ICCT finds the UK PHEV problem to hold globally and across models. Their white paper, titled «Real-world usage of plug-in hybrid electric vehicles – Fuel consumption, electric driving, and CO2 emissions,» finds PHEVs real fuel consumption and CO2 emissions are two to four times higher on average than in test cycles such as NEDC or WLTP. Policymakers use these test values to denote the climate impact of vehicles across fleets and to shape policy. The authors therefore recommend that actual practice drives PHEV subsidies in the future and that governments insist on smaller engines and longer electric range for PHEVs as seen in the new BMW X5 hybrid.

Other setbacks

Following dieselgate, manufacturers keep re-looking at their claims and, after claiming that the Evoque P300e and Discovery Sport P300e plug-in hybrid models put out as little as 32 and 36g CO2 per km, respectively, Land Rover has recently halted sales in order to reclassify their emissions ratings.

There is more to go wrong in a PHEV, and the batteries face challenging high-voltage duty cycles. BMW again has a problem with the high-voltage batteries in plug-in hybrid vehicles. There is an increased risk of fire in several series. The total number of plug-in vehicles involved is 26,700 worldwide. Ford stopped sales of the Kuga PHEV in August, due to concerns about battery overheating and it is recalling 27,000 of them.

Revolving door

Despite all this, new PHEVs continue to be announced by those failing to compete with Tesla and other BEV leaders. Porsche has added two more PHEV options for the revised Panamera. Companies are coming in just as others are exiting. In Europe, this year’s ŠKODA SUPERB iV plug-in hybrid executive car is its first entry into PHEVs.

VW Group and FCA currently have the most PHEV models but VW is doing a screeching U-turn into BEVs with every chance of success. The head of VW talks of the world’s largest company becoming Tesla, VW, or Apple.

As of December 2019, the IDTechEx report «Electric Vehicles: Land, Sea and Air 2021-2041» reveals cumulative sales of PHEV cars reached over 2.4 million units, representing around 34% of global BEV + PHEV sales – a share which is in decline. China takes the lion’s share of PHEVs, with 767,900 units, followed by the US with 567,740, and the UK with 159,910 (mainly from when its government fell for the false argument).

Tesla’s bullish objective is selling 20 million BEVs in 2030 into a car market that may struggle to reach 90 million at that time. The runaway success of 48V mild-hybrid upgrades of existing ICE models with no technical issues (because the technology is trivial) could impede PHEV sales in the short term. IDTechEx calculate 48V non-plug-in hybrids reaching the 20 million level in 2030. It is a realm of darkness where the engineers of the SEAT Lighting team feel right at home. In the darkest areas of the planet they monitor the behaviour of other types of constellations, those that make up the headlamps and rear lights that they develop for models such as the SEAT Leon.

800 hours in the dark. The team of engineers worked for approximately 2,500 hours on the design of the fourth generation SEAT Leon light assemblies. And for another 800 hours they tested them in the dark, either in the optical tunnel, which recreates night time driving conditions, or on roads in the four corners of the world.

Lighting the way. In addition to its power and greater flexibility in where, how and when to direct the light beam, LED light stands-out for being much whiter than previous lighting technologies. With a colour temperature of 5,000 degrees Kelvin it is much closer to that of the solar spectrum.

LED reaction. One of the keys to improving safety at the wheel is the quick reaction of this lighting technology. An LED diode responds 150 milliseconds faster than an incandescent bulb. This means that, for example, when driving at 120 km/h, the driver behind you can see your brake light five metres earlier.

Connstant innovation. For the two engineers, the wraparound arc of light in the interior is one of the highest expressions of the turning point that LED technology represents. Not only is it customisable, adapting the colour to the driver’s mood, but it also fulfils an important safety function, alerting to an improperly closed door or another car approaching from behind as you prepare to exit.

BRUSSELS, Dec. 3, 2020 /PRNewswire/ — From 1 January 2021, the kilometer charge must be paid for Heavy Goods Vehicles with a maximum permitted weight of over 3.5 tons and semi-trailer towing vehicles of category N1 with body code BC when they are driven in Belgium with a V professional plate, a Z dealer plate or a UA national plate. On public roads, they must be driven with an On Board Unit (OBU) switched on. HGVs and semi-trailer towing vehicles with a Y test drive plate are excluded from the kilometer charge, provided that very specific conditions are met.

On 1 January, the amended legislation on Belgian commercial – the so-called ‘green’ – number plates will come into force. Four new number plates will be introduced to replace the current ZZ test drive plates and Z dealer plates: a professional plate, a dealer plate, a test drive plate and a national plate. The four plates have a white background and a moss green letter-number combination.

What is important for owners of trucks with a maximum permitted weight of over 3.5 tons and semi-trailer towing vehicles of category N1 with body code BC is the impact that the new regulations will have on the kilometer charge for trucks. From 1 January, only trucks with a test drive plate will not be subject to the kilometer charge. Trucks with one of the other three number plates will be required to have an activated OBU on board on Belgian roads.

The test drive plate falls outside the scope of the kilometer charge

The new test drive plate will be valid for one year, from 1 January to 31 December. It is intended for test drives with a view to European or national approval of vehicles, systems, components and technical units of vehicles. It starts with a Y, followed by three letters and three numbers. Manufacturers, research centers of higher education institutions, organizers of test drives with autonomous vehicles and companies that perform tests on components or systems will be able to apply for the test drive plate.

These vehicles must not transport any cargo. Only then will the truck or semi-trailer towing vehicle with the test drive plate not be subject to the kilometer charge. The owner can register that the vehicle is used exclusively for these purposes. The declaration form can be found at https://www.viapass.be/en/testdrive/

Professional plates, dealer plates and national plates

Like the new test drive plate, the professional, dealer and national licence plates have a white background and moss green letter-number combination.

A professional plate (e.g. V-AAA-001) is intended for bodywork manufacturers and vehicle repairers. They can use the number plate for a maximum of five – not necessarily consecutive – days per year for one vehicle, for example to have it inspected after a repair. The plate is valid for one year, until 31 December.

A dealer plate (e.g. Z-AAA-001) is intended for wholesale and retail traders of vehicles. They can use the licence plate for the promotion and sale of vehicles. This plate is also valid for one year, until 31 December.

The national plate (e.g. UA-21-AAA) will be valid for 20 consecutive calendar days. Natural or legal persons can use it to deliver a vehicle or drive it to the technical inspection.

Trucks and semi-trailer towing vehicles with a professional, dealer or national number plate must have an activated OBU on board on Belgian roads from 1 January 2021.

Checks and fines

The inspection bodies for the kilometer charge of the three regions will closely monitor whether the number plates are being used correctly. In the event of non-compliance, the usual fines of 100, 500, 800 or 1,000 euros will apply, depending on the seriousness of the violation.
